BOOK 7 PAGE 291 <br />The Board designated Mrs. Beatrice Fields, County Accountant, to serve <br />as Chairman of the Personnel Committee. <br />Representatives of the Subcommittee on Zoological Gardens of the County <br />Parks and Recreation Advisory Board appeared before the Board and Mr. Robert <br />Brickhouse served as spolesman. Mr. Brickhouse reviewed the activities of the sub- <br />committee and requested the Board to adopt resolutions supporting the establishment <br />of a State supported zoo. Commissioner White moved the adoption of the following <br />resolution: <br />BE IT RESOLVED BY THE BOARD OF COMMISSIONERS <br />FOR LEE COUNTY, AS FOLLOWS: <br />1. The establishment of a zoological and botanical garden <br />is in the best interests of the people of the State of North Carolina, <br />and all public officials are urged to give favorable consideration to, <br />and to diligently work for, the establishment of any such institution <br />in our State. <br />2. The selection of the site for the zoological and botanical <br />garden should be carried out in a professional manner to accomplish <br />the goals of such an institution and to serve the people of this State. <br />3. The operation of the Zoological and Botanical Garden <br />should be placed in the hands of a board consisting of professional <br />staff personnel, state officials and interested citizens. <br />4. We express our appreciation to the Zoological Garden <br />Study Commission for their service and dedication to the people <br />of this State and commend them for the excellence of their work <br />and their courtesies to Lee County people who have worked with <br />this project. <br />The Board next considered the request of the Parks and Recreation <br />Advisory Board for the appointment of additional members. Upon motion of <br />Commissioner Wicker, seconded by Commissioner McLeod, it was resolved to <br />appoint the following persons to the County Parks and Recreation Advisory Board <br />and to its subcommittee on zoos: <br />Messrs. Stanley Winborne, Jr., Roy Sowers, Jr., <br />Ralph Monger, Jr., and Roy Cashion. <br />Mr. Henry Poe, Chairman of the County Parks and Recreation Advisory <br />Board appeared before the Board and gave a report on the summer recreation program <br />which it conducted. The Advisory Board was authorized to store its equipment on the <br />fifth floor of the Wilrik Building. <br />Mr. Leon Holder appeared before the Board concerning a barricade on a <br />private roadway which he used after the public road was abandoned or changed in <br />1937, by the State Highway Commission. The Board had no authority to take action <br />and advised Mr. Holder to consult a lawyer. <br />The meeting recessed for lunch at 12:30 p. m. <br />The meeting reconvened at 2:30 o'clock p. m. , with Chairman John E. <br />Dotterer, Commissioners Max McLeod, A.
