FINA <br />BOOK 7 PAGE?9U <br />Commissioner Wicker seconded the motion and upon a vote it was <br />unanimously adopted. The order was executed by the Chairman and Clerk and <br />delivered to the Tax Collector. <br />Mr. Raymond Ledford, Director of Public Welfare, appeared before <br />the Board and gave a report on'the activities of his department during the month <br />of September. <br />Mr. Raymond Ledford, Chairman of the Personnel Committee, appeared <br />before the Board and presented the committees recommendations for changes in the <br />classification and pay plan, as follows: <br />1. Definition of "Professional" <br />Two Criteria— <br />a. Job description calls for college degree. <br />b. Nature of work is not routine--e. g. supervision, <br />planning, decision making, etc. <br />2. Include Agriculture Extension Agents, Home Extension <br />Agent, and Head Librarian in list of Professionals. <br />3. Recommend every effort to be made to bring clerical and non- <br />professional classes up to at least one grade below standard <br />by next fiscal year in order to avoid recruiting problems. <br />4. Library Assistant H-- A supplementary job description has <br />been sent to State Personnel to get their opinion as to whether <br />this job description needs rewriting, or whether the pay grade <br />needs to be raised, or both. <br />5. Agricultural Extension-- They are asking to be left out of the <br />county plan. We feel the salary grades are perhaps too low, <br />but have nothing concrete on which to recommend changes. If <br />this Agency remains in the plan, we will write State Personnel <br />and ask how they arrived at their decisions. We would also contact <br />State Extension Staff for information that would be needed in re- <br />evaluating these positions. <br />6. Bookkeeper -Secretary- -Recommend that the provision requiring <br />three years experience be deleted from this job description. <br />Commissioner Wicker moved that the classification and pay plan be <br />amended in accordance with Personnel Committee recommendations numbered 1, 2 and 6. <br />Commissioner White seconded the motion and upon a vote it was unanimously adopted, <br />The Chairman called the Board's attention to Section 3, Article I, of the <br />Personnel Resolution for The County of Lee, which, requires the Board to appoint a five <br />member Personnel Committee. Upon motion of Commissioner White, seconded by <br />Commissioner McLeod, it was unanimously resolved to appoint the following persons <br />for the terms indicated: <br />Member <br />Representing <br />Term Expires <br />Mrs <br />Beatrice Fields <br />County Employees <br />June 30, <br />1971 <br />. <br />Mr. <br />Raymond Ledford <br />County Employees <br />June 30, <br />1972 <br />Mr <br />Elliot Clark <br />Private Enterprise <br />June 30, <br />1970 <br />. <br />Mr <br />Womble <br />M <br />W <br />Private Enterprise <br />June 30, <br />1970 <br />. <br />Mr. <br />. <br />. <br />Franklin D.
