BOOK 7 rx1308 <br />RESOLUTION OF LEE-HARNETT MENTAL HEALTH AUTHORITY <br />WHEREAS, the Boards of Commissioners of Lee County and Harnett <br />County did on February 29, 1968, by Agreement duly executed, create the <br />Lee-Harnett Mental Health Authority and authorized said Authority to <br />execute an Agreement with the State of North Carolina in accordance with <br />the North Carolina General Statute 122-35.4; <br />AND WHEREAS, the Boards of Commissioners of Lee County and <br />Harnett County did, by Agreement duly executed on February 29, 1968, <br />create the Lee-Harnett Mental Health Advisory Board; <br />AND WHEREAS, said Boards of Commissioners, sitting as the Lee- <br />Harnett Mental Health Authority now desire to change the name of the <br />Advisory Board and to set forth the duties and responsibilities of said <br />Board; <br />NOW, be it resolved, by the Lee-Harnett Mental Health Authority, <br />in meeting duly convened on December 4, 1968, as follows: <br />(1) The Board created by the Agreement of February 29, 1968 <br />shall henceforth be known as The Board of Directors of the Lee-Harnett <br />Mental Health Center (herein called "Board"). The Board shall be the <br />controling head of the Mental Health Program in Lee and Harnett Counties. <br />In this capacity, the Board shall elect a Chairman and a Vice-Chairman <br />and shall: (a) establish administrative, professional, personnel and <br />operating policies; (b) establish pay scales, professional fees and <br />other compensation within the State Mental Health Authority Plan; (c) <br />employ and dismiss personnel as requirements dictate; (d) develop and <br />submit the annual budget to the Lee-Harnett Mental Health Authority; <br />(e) establish control over purchasing, financial matters and property <br />accountability; (f) review professional and administrative reports; <br />(g) approve all expenditures and make periodic reports to the Lee-Harnett <br />Mental Health Authority; (h) appoint a residential director in compliance <br />with North Carolina Statutes; (i) employ a program director to perform <br />the professional functionsof the two clinics. The director will report <br />to and be responsible directly to the Board and will perform under its <br />jurisdiction and directives; (j) when it is deemed desirable and ap- <br />propriate, appoint a full-time administrator who shall also serve as <br />clerk to the Board. This administrator shall report directly to the <br />Board and shall be responsible for such duties as may be assigned to <br />him; (k) perform any such other functions related to mental health and <br />may be assigned to it by the Lee-Harnett Mental Health Authority. <br />(2) Each County will be responsible forthe maintenance and <br />upkeep of the mental health facilities located in that County, but the <br />annual Mental Health budget shall include an amount for such maintenance. <br />(3) The financial functions of the Lee-Harnett Mental Health <br />Authority will initially be the responsibility of Harnett County. The <br />funds will be handled by the Harnett County Auditor who will be directly <br />accountable to the Board. Lee County will advance its pro rata share of <br />the expenses of the Program to the Harnett County Auditor on a quarterly <br />basis. The financial functions will rotate between Lee and Harnett <br />Counties on a two year basis or as otherwise agreed. <br />(4) The Board of Directors may appoint an Advisory Board to <br />assist it in solving Lee-Harnett Mental Health problems if it so desires. <br />
