® 0 <br />Boox 7 PAU 317 <br />to study the entire situation of school finances, construction, <br />organization, pupil assignment, and civil right, and make <br />recommendations to county officials as to the proper route for <br />future school planning. It is the belief of the City Board that <br />an outside group would eliminate errors that a local group <br />might make due to political pressurer, emotional involvement <br />and self interest. <br />We recommend as an outside group the Study Group from Peabody College, <br />Nashville, Tennessee. " <br />Mr. J. Glenn Edwards, Chairman of the Lee County Board of Education <br />was recognized. Mr. Edwards had no written statement to be copied into the <br />minutes but spoke at length in which he emphasized the position of the County Board <br />of Education in wanting assurance of continued financial support in the event of the <br />merging of the school administrative units and of the need for a central county <br />high school. <br />Vice Chairman Wicker then gave the members of the audience an opportunity <br />to express their views and among those participating in the discussion were <br />Superintendent J. F. Hockaday of the Sanford City Board of Education, Superintendent <br />B. T. Brooks of the Lee County Board of Education, Mrs. Lowery Betts member of <br />the Sanford City Board of Education, Dr. Paul Howard and Mr. Paul Barringer, Jr. <br />Vice Chairman Wicker had the Clerk read to the asembled group a letter <br />received from Mr. W. E. Horner. The letter reads as follows: <br />Mr. Joe Johnson <br />Roberts & Associates <br />Sanford NC <br />Dear Sir <br />" Los Angeles, Calif. <br />Friday Jan 17 1969 <br />Please deliver this to Dr John Dotterer Chairman Lee County Commissioners and <br />have it read at the public meeting Monday morning (I m411 be unable to attend the <br />same). <br />The vote, overwhelming, of Sanford and Lee County citizens in the 1968 <br />school bond election was a CLEAR MANDATE to the school authorities <br />of our two systems forthwith to MERGE the same. So far as I can tell, <br />iiythe City School Administration and Board are blithely ignoring this <br />mandate and propose to continue ignoring it- they are making no plans and <br />I contend they don't intend to make any looking towards MERGER. I am <br />afraid their self interest in their jobs is blinding them to the best interests <br />of our school children <br />I urge our school patrons to demand and our County Commissioners effect <br />immediate and meaningful merger. I suggest it is time to stop quibbling <br />over who is to be on the school board and who is to be superintendent and <br />think ONLY of the good of all the school children of Lee County. <br />May the good Lord give you the courage to attain this goal without further <br />delay. <br />Respectfully <br />W E Horner" <br />-2 - <br />
