BOOK / PACE337 The Board recessed at 3:00 o'clock P. M. to sit as a Board of Equalization and Review. The meeting reconvened at 5:00 o'clock P. M. with all Commissioners present. Commissioner A. E. White left the meeting and did not participate in the further deliberations of the Board. The Chairman advised the Board of the Library Board's plans for a future building and that Board's requeat for authority to select an architect to select plans for the proposed building. Commissioner Frank Wicker moved that the Library Board be permitted to select an architect provided that there be no expense to the County unless a federal grant is secured. Commissioner Joyce seconded the motion and it was adopted by a vote of three to one. Commissioner Gordon Wicker asked that he be recorded as voting no. Commissioner Joyce moved the adoption of the following resolution: BE IT RESOLVED by the Board of Commissioners for the County of Lee that Dr. J. M. McKinnon, a licensed veterinarian, is hereby appointed rabies inspector, to conduct a campaign of vaccination, pursuant to Part 7,. Article 37, Chapter 106 of the General Statutes and the vaccination fee is hereby set at $2.00 for each dog so vaccinated. Commissioner Gordon Wicker seconded the motion and upon a vote, it was unanimously adopted. Commissioners Gordon Wicker and Joyce reported on a meeting with the City authorities pertaining to the Good Neighbor Council. Commissioner Frank Wicker moved that the recommendations of the Personnel Committee be accepted and that all salaries be computed on the basis of one:grade:below standard in consideration of the budget for the fiscal year ending July 31, 1970. Gordon Wicker seconded the motion and upon a vote, it was unanimously adopted.` The Board authorized Commissioner Gordon Wicker and Chairman Dotterer to select the colors of improvements in the new courtroom. Commissioner Gordon Wicker moved that the County Accountant be authorized to purchase a new check writer. Commissioner Joyce seconded the motion and upon a vote it was unanimously adopted. The Chairman advised the Board that a boiler inspection report had been received.- "The Clerk was instructed to send a copy to the?Superintendent of Building and Grounds. The Chairman advised the Board that the convention of the North Carolina Association of County Commissioners would be held in Asheville on -July? 6, 1969. The Board authorized the County Accountant to take bids for gasoline. Upon motion of Commissioner Joyce, seconded by Commissioner Gordon Wicker, it was unanimously resolved to pay the gas bill at the Armory from the funds on hand from the recreation program. - 4 -
