BOOK 7 PACEJJS <br />by the, State Highway Commission for the addition of roads to the <br />System. <br />NOW, THEREFORE, be it resolved by the Board of County <br />Commissioners of the County of Lee that the State Highway Commis- <br />sion is hereby requested to review the above described road, and to <br />take over the road for maintenance if it meets established standards <br />and criteria. <br />Commissioner Joyce seconded the motion and upon a vote, the resolution was <br />unanimously adopted. <br />Dr. A.. R. Mayberry and Mr. William Smith from the staff of the Mental <br />Health Clinic and Mr. Conrad M. Taylor of the Medical Care Commission <br />appeared before the Board and reviewed the bids received for the construction of <br />the Lee County Community Mental Health Center (Project No. NCMH-10). After <br />discussion and review, Commissioner Joyce moved the adoption of the following <br />resolution: <br />BE IT RESOLVED that the sum of $8, 695.02 be appropriated <br />from the unappropriated surplus in the general fund to the Mental <br />Health Center Fund for the purpose of coil truction of the Mental <br />Health Center and the low bids received on March 19, 1969 as <br />follows: <br />General Contract: Jack O. Farrell, Inc. - $135, 216.00 <br />Plumbing Contract: Riddick Plumbing Company - $8, 295.00 <br />Mechanical Contract: Center Plumbing & Heating Co. - $45, 838.00 <br />Electrical Contract: Johnson Electric Company - $14, 595.00 <br />be approved and that the proper officers be authorized to enter into <br />contracts for the completion of said work. <br />Commissioner Frank Wicker seconded the motion. The resolution was unanimously <br />adopted upon a roll call vote as follows: I, Joyce, White, F.. Wicker, G. Wicker, <br />and Dotterer, . no, none. <br />Representatives of the planning council on mental retardation appeared <br />before the Board. Mr. Averon B. Upchurch, Chairman of the Council, served as <br />spokesman and presented a budget request on behalf of the group for a recreation <br />program for retarded children. The Board advised the group this request would be <br />considered when it reviewed the other items in the recreation budget. <br />The Chairman presented a bill received from Mr. Jimmy L. Love, <br />Representative, to exempt Lee County from the law requiring the establishment <br />of the office of Coroner. The bill was approved and the Clerk was instructed to <br />notify Mr.. Love of its approval. <br />The Chairman advised the Board that Representative Love had been requested <br />by the Board of Veterans Affairs to eleminate the financial limitations provided in <br />the special act creating the Lee County Board of Veteran Affairs. After discussion <br />the Board resolved to authorizes: the removal of the present financial limitation or <br />else have the local Veterans program brought under the State wide act, whichever <br />suited the pleasure of the Lee County Board of Veterans Affairs. <br />Mr. Nathan Crissman, Tax Collector, presented a report of his collections. <br />Mr. Crissman reviewed and had approved the form of notice to be sent for the <br />current fiscal year. <br />Mr.. William W._ Staton, Senator from the Thirteenth Senatorial District, <br />appeared before the Board and discussed various legislative matters of interest <br />to the Board of Commissioners. <br />-2- <br />
