3C14K i ?AGE 342 <br />Chairman John E. Dotterer presided and the following <br />business was transacted: <br />Mr. James E. Heins, Chairman, of the Sanford Recreation <br />Commission, appeared before the Board and presented the budget <br />request for participation of County residents in the Recreational <br />program conducted by the Sanford Recreation Commission. <br />Mrs. Dan C. Lawrence, Chairman of the Welfare Board, <br />appeared before the Board and reviewed the budget request for the <br />Welfare Department for the coming fiscal year. <br />Mr. D. H. Wilkinson, of the Board of Trustees of <br />Central Carolina Technical Institute, appeared before the Board <br />and presented the budget request for the local contribution for the <br />operation of the Central Carolina Technical Institute. <br />Mr. Bob Brickhouse appeared before the Board and gave <br />a report of the local participation in the public hearings held by <br />the General Assembly on the creation of a Zoological Garden. <br />Representatives of the County Planning Board, Farm <br />Home Administration, and P. H. Brown Engineering firm, appeared: <br />before the Board and reviewed the procedure for future steps to <br />implement the water survey report recently presented to the Board. <br />Commissioner William B. Joyce moved the adoption of the <br />following resolution with respect to the establishment of a State <br />Park in the Raven Rock area of Harnett County: <br />WHEREAS Senate Bill 495, <br />entitled "Raven Rock Park Funds" is presently <br />pending in the General Assembly of North Carolina; <br />and <br />WHEREAS, the State Parks and State <br />Forests Commission report dated January 29, 1969, <br />designates the Sandhills area of Lee, Harnett, <br />Cumberland, Hoke, Moore and Scotland Counties as <br />the area with the highest priority in terms of <br />need for service by a new State Park; and <br />WHEREAS the majority of said <br />Sandhills area is more than fifty (50) miles from <br />any existing State Park; and <br />WHEREAS the Raven Rock Area is one <br />of unparalleled natural beauty and well suited to <br />serve the Sandhills area; and <br />WHEREAS it is the sense of the <br />Board of Commissioners for Lee County that time is <br />of the essence and to delay will allow the area to be <br />commercially exploited and its value as a park site <br />greatly diminished; <br />NOW, THEREFORE, BE IT RESOLVED by the <br />Board of Commissioners for Lee County: <br />1. The enactment of Senate Bill 495 <br />by the General Assembly of North Carolina at its 1969 <br />Session is urged and recommended. <br />2. Copies of this resolution be <br />furnished to the Senator from the Thirteenth Senatorial <br />District and Representatives from the Twenty Second <br />Representative District and to other public officials <br />concerned with State Park sites. <br />Page Four <br />
