Wicker and Dotterer NO: None Chairman Dotterer reported he had received a communication from the Department of Social Services indicating that funds were available for Planning for Jail purposes. Upon motion of Commissioner Perry White, seconded by Commissioner Franklin D. Wicker, it was unanimously RESOLVED to authorize the Chairman and Clerk to make application for a Planning.Grant for a project of an estimated cost of $5, 000. 00. The Chairman advised the Board that communication had been received that the Department of Local Affairs would hold a meeting in Fayette- ville on November 26, 1969, and had requested the Commissioners to attend. The Chairman reported that communication had been received from the office of Congressman Earl Ruth, stating that a meeting would be held in Albemarle on November 22, 1969, to explain the programs which provided Federal assistance for local government projects. The renovation of the fourth floor of the County Office Building was discussed but no formal action was taken and the matter was to be held in abeyance until there was a definite need for the use of said space. The Chairman reported to the Board that he had been invited to have lunch with the Lee County Board of Education on Monday, December 1 st, 1969, and to tour with the Board, the County units buildings, that afternoon. Mr. Sion H. Kelly, Clerk of the Superior Court, appeared before the Board and requested that one of the conference rooms in the District Court- room be made available for use by his staff. Upon motion of Commissioner Gordon A. Wicker, seconded by Commissioner Perry White, it was unanimously RESOLVED to authorize the Superintendent of Buildings and Grounds to construct a doorway from the Clerk's Office into the Conference room and to authorize the use of the Conference room to the Clerk's staff. The Clerk explained that the Local Governmental Employees' Retirement System requested the adoption of a formal Resolution authorizing the agreement between the County and that organization to provide employee death benefits. The Resolution is as follows: WHEREAS, the 1969 General Assembly amended the North Carolina Local Governmental Employees' Retirement System laws so as to permit agreements for providing death benefits for employee members pursuant to G. S. 128-27(1); and WHEREAS, the governing body of this Unit realizes the desirability,of providing its employees with the security and protection provided by a plan for death benefits; and WHEREAS, Article 3 of Chapter 128 of the General Statutes of North Carolina provides that any employer governmental unit desiring to provide death benefits for its employee members must execute an agreement therefor with the Director of the North Page 3
