Wicker <br />and Dotterer <br />NO: None <br />Chairman Dotterer reported he had received a communication <br />from the Department of Social Services indicating that funds were available <br />for Planning for Jail purposes. <br />Upon motion of Commissioner Perry White, seconded by <br />Commissioner Franklin D. Wicker, it was unanimously RESOLVED to authorize <br />the Chairman and Clerk to make application for a Planning.Grant for a project <br />of an estimated cost of $5, 000. 00. <br />The Chairman advised the Board that communication had been <br />received that the Department of Local Affairs would hold a meeting in Fayette- <br />ville on November 26, 1969, and had requested the Commissioners to attend. <br />The Chairman reported that communication had been received <br />from the office of Congressman Earl Ruth, stating that a meeting would be <br />held in Albemarle on November 22, 1969, to explain the programs which <br />provided Federal assistance for local government projects. <br />The renovation of the fourth floor of the County Office Building <br />was discussed but no formal action was taken and the matter was to be held in <br />abeyance until there was a definite need for the use of said space. <br />The Chairman reported to the Board that he had been invited to <br />have lunch with the Lee County Board of Education on Monday, December 1 st, <br />1969, and to tour with the Board, the County units buildings, that afternoon. <br />Mr. Sion H. Kelly, Clerk of the Superior Court, appeared before <br />the Board and requested that one of the conference rooms in the District Court- <br />room be made available for use by his staff. <br />Upon motion of Commissioner Gordon A. Wicker, seconded by <br />Commissioner Perry White, it was unanimously RESOLVED to authorize the <br />Superintendent of Buildings and Grounds to construct a doorway from the Clerk's <br />Office into the Conference room and to authorize the use of the Conference room <br />to the Clerk's staff. <br />The Clerk explained that the Local Governmental Employees' <br />Retirement System requested the adoption of a formal Resolution authorizing <br />the agreement between the County and that organization to provide employee <br />death benefits. The Resolution is as follows: <br />WHEREAS, the 1969 General Assembly amended <br />the North Carolina Local Governmental Employees' Retirement <br />System laws so as to permit agreements for providing death benefits <br />for employee members pursuant to G. S. 128-27(1); and <br />WHEREAS, the governing body of this Unit <br />realizes the desirability,of providing its employees with the <br />security and protection provided by a plan for death benefits; and <br />WHEREAS, Article 3 of Chapter 128 of the General <br />Statutes of North Carolina provides that any employer governmental <br />unit desiring to provide death benefits for its employee members <br />must execute an agreement therefor with the Director of the North <br />Page 3 <br />
