Boon 7 Pact: 408 <br />The Chairman reported that the Board had received a letter from the <br />State Highway Commission advising the Board that a public hearing would be <br />held on the proposed changes to U. S. Highway No. 421, in Lee County, at <br />the Courthouse in Sanford, at 11:00 o'dock a, m., on March 11, 1970. <br />The Chairman reported that the North Carolina Association of County <br />Commissioners was conducting a Conference on solid waste management in <br />Raleigh, at 10:00 o'clock a. m. , on March 11, 1970. <br />The Chairman read to the Board the report from the Department of <br />Social Services on its inspection of the County Jail. The report reflected the <br />fact that the County had made requests for a Planning Grant and the Department <br />recommended that a safe type shaving equipment be acquired. It was directed <br />that the Sheriff, as the keeper of the common jail, be requested to secure safe <br />type shaving equipment. <br />The letter from Mr. Robert Harris, Sanford City Manager, requesting <br />a change in the assessment ratio, was discussed, but no formal action was <br />taken. <br />The next item on the agenda was consideration of the Housing Element of <br />the County Planning Project. Since Lee County received Comprehensive <br />Planning Assistance from the Federal Government under Section 701 of the <br />Housing Act of 1954, it is required to complete an initial housing element as <br />a part of its continuing Comprehensive Planning process. After discussion, <br />of the housing element, which is designated "Lee County Housing Element , <br />Project No. NC P-90, June 196911, Commissioner Franklin D. Wicker moved <br />that the report be accepted. Commissioner A. E. White seconded the motion <br />and a roll call vote having been requested, the "ayes" and "nayes" were as <br />follows: <br />AYES: A. E. White, Franklin D. Wicker and John E. Dotterer <br />NAYES: Perry White and Gordon A. Wicker <br />The Chairman thereupon declared the motion carried by a majority vote and the <br />resolution was adopted. <br />Commissioner Perry White reported on the proposed residential building <br />code. The Board decided to secure material and suggested ordinances with <br />respect to junk yard regulations and mobile homes regulations and to consider <br />the matter further after such materials had been obtained. <br />Mr. Tom Caddell and Mr. George Adams from the Standhills Community <br />Action Program, appeared before the Board with respect to the Senior Citizens <br />Program formerly sponsored by SCAP. They reported that the funding for the <br />Senior Citizens Program had been cut and that-for its fourth year of operation, <br />the Governor's Council on aging will provide $6, 000. 00, and that Lee County <br />would need to make provisions for $1, 500. 00 in its coming budget if the Senior <br />Citizens Program was to be carried on in this area. The Board indicated that <br />it favored the continuation of the Senior Citizens Program and would try to make <br />suitable provisions in its forthcoming budget. <br />Commissioner Franklin D. Wicker presented the following petition requesting <br />the addition to the State Maintained Secondary Road System of the road leading <br />from the Lemon Springs Highway to the Police Lodge.
