900K PAGE 414 <br />1. That sixty five percent (65%) of the amount <br />at which property has been appraised be the value to be <br />used in taxing property. <br />2. That said assessment ratio;_be applied to the <br />appraised value of all real and personal property, subject <br />to assessment in the County. <br />Commissioner Perry White seconded the motion and upon a vote <br />it was unanimously adopted. <br />There was a discussion about the salary for the office of the <br />Sheriff of Lee County, but no formal action was taken to change the salary <br />presently provided by the County Personnel Plan. <br />Mr. Robert W. Fleetwood, District Supervisor and Mr. W. T. <br />Proctor, County Supervisor of the Farmers Home Administration, appeared <br />before the Board and discussed methods of extending water into areas of Lee <br />County. <br />The Chairman reported that the City of Sanford had executed the <br />water line agreement with respect to the water line going from Kendale Drive <br />to the Style Mar Mobile Homes Factory on the Lemon Springs Road. <br />Mr. Jimmy Love, Special County Attorney for Social Services <br />matters, appeared before the Board with respect to the lien held by the County <br />upon the lands of Ella Goggins. Mr. Love reported that he had taken steps to <br />enforce the County's lien against the property of Ella Goggins and had instituted <br />an action in the Superior Court Division of the General Court of Justice. That <br />while the suit was pending, he had received an offer to pay the full appraised <br />value of Ella Goggins, in and to' said land, together with the accrued court costs <br />and that in his opinion, this would produce for the County, a net recovery as <br />large as would be made in any other manner and for this reason, he recommended <br />that the property be released from the lien upon the payment of such sums. <br />Commissioner Franklin D. Wicker moved the adoption of the <br />following Resolution: <br />WHEREAS, Ella Goggins, received a total of <br />$ 017, from the Lee County Department of <br />Social Services on a grant for & 044 ;-and <br />WHEREAS, the Special County Attorney for Social <br />Services, has brought an action to enforce said lien and <br />to sell the interest of Ella Goggins in the lands hereinafter <br />described; and <br />WHEREAS, while said action was pending, <br />//CI.es or- je4 .4 CEE,G! ✓s made an offer to pay <br />to the County the sum of $1, 760. 00, plus the sum of <br />$ as court costs, which is the full appraised <br />value of the interest of Ella Goggins plus the accrued court <br />costs; and <br />WHEREAS, it is the opinion of the Special County <br />Attorney for Social Services and the members of the Board <br />of Commissioners that the acceptance of such sums and the <br />release of said property from the lien, would result in a <br />net recovery as large as would be made in any other manner <br />for the County, State and Federal Government; <br />
