BOOK 7 PACE 426 <br />RESOLVED, that the Chairman and the Board <br />Clerk be and they are hereby authorized and empowered <br />in the name of and for and in behalf of the County of Lee, <br />to execute said electrical contract with said Carolina <br />Power & Light Company. <br />The motion to adopt the foregoing resolution was <br />seconded by Commissioner Gordon A. Wicker, a member <br />of the Board, and, after discussion, the resolution was <br />duly adopted, there being four (4) votes in favor thereof <br />and no votes against it. <br />Sheriff D. F. Holder appeared before the Board and reported that <br />he was completing an application for standard operational equipment to be sub- <br />mitted to the Cape Fear Criminal Justice Planning Region, to secure equipment <br />to be used by the Sheriff's Department in the event of emergencies. The Board <br />reviewed the application and upon motion of Commissioner Franklin D. Wicker, <br />RESOLVED to include the sum of $3, 869. 33, in the budget appropriation for the <br />Sheriff's Department,, to cover the County's share for the purchase of said <br />equipment and to authorize the Chairman to sign a letter of intent to forward <br />payment for its share of, that equipment, provided procurement could be effected <br />by the Cape Fear Criminal Justice Planning Region. <br />Mr. Sion H. Kelly, Clerk of Superior Court, requested assistance <br />by the County to zerox and distribute to each member of the Bar, a set of General <br />Rules of Practice, supplemental to the Rules of Civil Procedure, as he had been <br />directed to do by Judge H. Pugh Bailey. The Board authorized the duplication of <br />said Rules on the County's zerox machine located in the Register of Deeds office. <br />The Chairman advised the Board that Mx. L. L. Beckham had reached <br />the age of 65 years and under personnel policy, the Board must determine whether <br />they wish to continue him in this position or not. Upon motion of Commissioner <br />Gordon A. Wicker, seconded by Commissioner Perry White, it was unanimously <br />RESOLVED to request Mr. Beckham to continue to serve as the Director of the <br />Sanford-Lee County Civil Defense Department and to advise State Personnel Council <br />that no replacement for Mr. Beckham is in sight. <br />Mr. Douglas Wilkinson, Chairman of the Finance Committee of the <br />Central Carolina Technical Institute, appeared before the Board and presented the <br />Budget Request for that institution. <br />i Central <br />Chairman Stacy O. Budd, of the Carolina Technical Institute, <br />appeared before the Board and invited them to attend the dedication of the Learning <br />Resources Center at the Institution, to be held on May 24, 1970. <br />Dr. Ben Brooks,. Superintendent of the Lee County Board of Education, <br />appeared before the Board and presented the Budget Request on behalf of the Lee <br />County Board of Education. <br />Mr. Kenneth Brinson, Superintendent of the Sanford City Board of <br />Education, appeared before the Board and presented the Budget Request on behalf <br />of the Sanford City Board of Education. <br />The list of monthly bills as prepared by the County Accountant, <br />were considered, and upon motion of Commissioner White and seconded by <br />Commissioner Frank Wicker, it was unanimously RESOLVED to authorize payment <br />of such statements. <br />Page 2 <br />
