SCOTT <br />GOVERNOR <br />EXECUTIVE ORDER <br />Number 3 <br />WHEREAS, the effective implementation of local, State, and Federal <br />planning and development activities can be improved by the establishment <br />of a system of multi-county planning regions; <br />AND WHEREAS, the creation of such regions will facilitate delivery <br />of better public services to our people; <br />AND WHEREAS, the 1969 General Assembly enacted legislation <br />(G. S. 143-341) defining a function of the North Carolina Department of <br />Administration as that of working cooperatively with counties, cities, and <br />towns, and Federal government, multi-state commissions and private <br />agencies and organizations, in developing a system of multi-county planning <br />regions to cover the entire State; <br />AND WHEREAS, the Federal government since 1966 has directed its <br />agencies to adapt their programs consistent with planning regions designated <br />by the Governor of each State. <br />NOW, THEREFORE, I, Robert W. Scott, under and by authority vested <br />in me as Governor of the State of North Carolina, do hereby designate the <br />seventeen planning regions recommended by the North Carolina Department <br />of Administration, illustrated on the attached map which is a part of this <br />Order, as the system of multi-county planning regions for the State of North <br />Carolina. <br />Done at Raleigh, North Carolina, this seventh day of May, 1970. <br />Governor of North Carolina <br />
