1 <br />~ooK . PACE <br />The Board next considered the monthly statements as listed by the <br />County Accountant. After review and discussion, the bills as so listed and supported <br />by purchase orders were approved for payment upon motion made, seconded and <br />duly adopted. <br />Chairman Dotterer read a letter from the Lee County School Board <br />recommending that busing of students be implemented. The Chairman advised the <br />Board he had been advised by phone that the school authorities did not expect an <br />appropriation to be made. <br />The Board discussed the N. C. Association of County Commissioners <br />affairs. They noted the annual convention would be held at Wrightsville Beach in <br />September and that Medicaid problems would be discussed at Board of Directors meeting. <br />The Board next reviewed the bids received informally for a refrigerator <br />at the jail. Commissioner William H. Cooper moved to accept the low, bid of Buchanan's <br />to supply a Whirlpool Frost Clear Refrigerator, Model EST-17J for $256.47. The <br />motion was seconded and upon a vote it was unanimously adopted. <br />The written report of the activities of the Lee County Agricultural <br />Extension Service was presented to the Board. <br />The report of Nathan Crissman, Tax Collector, was presented to the <br />Board and discussed. <br />Mr. James E. Heins of the Sanford Recreation Commission and Mr. <br />Albert Cox of the County Recreation Board appeared before the Board and discussed <br />the proposition of having county-wide recreation. They endorsed in principal the <br />concept of one county-wide-program but wanted to see a concrete plan developed for <br />consideration by the City and County officials. Mr. Heins reported the City Attorney <br />had been instructed to work out a plan with the County Attorney for consideration by <br />the authorities. <br />The written report on the activities of the Sheriff's Department was <br />presented to the Board. <br />Commissioner William H. Cooper reported on his negotiations with <br />the officials of the City of Sanford for use of the City Dump by County residents. <br />After discussion by the Board, Commissioner William H. Cooper moved to amend <br />the budget estimate to increase the appropriation for use of the dump from $1200.00 <br />to $5, 000.00 which is an increase of $3, 800.00. The motion was seconded by <br />Commissioner Perry White and was adopted by a majority vote as follows: <br />AYE: Cooper, White, G. Wicker, and Dotterer <br />NAY: F. Wicker <br />Commissioner Gordon A. Wicker moved that the Library appropriation <br />be reduced by $10,000.00 and the Welfare appropriation for Medicaid be reduced <br />$10, 000.00 and the $20, 000.00 be added to the school fund appropriation. There was <br />no second and the Chair ruled the motion died for lack of a second. <br />Commissioner William H. Cooper moved that the County request the <br />Local Government Commission to sell the bonds authorized to retire the bond <br />anticipation note. Commissioner White seconded the motion and upon a roll call <br />vote it was adopted bya majority vote as follows: <br />AYE: Cooper, White, Dotterer <br />NAY: F. Wicker, G. Wicker <br />
