After review and discussion, the bills as so listed and supported by purchase orders were approved for payment upon motion made, seconded and duly adopted. Chairman Dotterer read a letter from the Lee County School Board recommending that busing of students be implemented. The Chairman advised the Board he had been advised by phone that the school authorities did not expect an appropriation to be made. The Board discussed the N. C. Association of County Commissioners affairs. They noted the annual convention would be held at Wrightsville Beach in September and that Medicaid problems would be discussed at Board of Directors meeting. The Board next reviewed the bids received informally for a refrigerator at the jail. Commissioner William H. Cooper moved to accept the low, bid of Buchanan's to supply a Whirlpool Frost Clear Refrigerator, Model EST-17J for $256.47. The motion was seconded and upon a vote it was unanimously adopted. The written report of the activities of the Lee County Agricultural Extension Service was presented to the Board. The report of Nathan Crissman, Tax Collector, was presented to the Board and discussed. Mr. James E. Heins of the Sanford Recreation Commission and Mr. Albert Cox of the County Recreation Board appeared before the Board and discussed the proposition of having county-wide recreation. They endorsed in principal the concept of one county-wide-program but wanted to see a concrete plan developed for consideration by the City and County officials. Mr. Heins reported the City Attorney had been instructed to work out a plan with the County Attorney for consideration by the authorities. The written report on the activities of the Sheriff's Department was presented to the Board. Commissioner William H. Cooper reported on his negotiations with the officials of the City of Sanford for use of the City Dump by County residents. After discussion by the Board, Commissioner William H. Cooper moved to amend the budget estimate to increase the appropriation for use of the dump from $1200.00 to $5, 000.00 which is an increase of $3, 800.00. The motion was seconded by Commissioner Perry White and was adopted by a majority vote as follows: AYE: Cooper, White, G. Wicker, and Dotterer NAY: F. Wicker Commissioner Gordon A. Wicker moved that the Library appropriation be reduced by $10,000.00 and the Welfare appropriation for Medicaid be reduced $10, 000.00 and the $20, 000.00 be added to the school fund appropriation. There was no second and the Chair ruled the motion died for lack of a second. Commissioner William H. Cooper moved that the County request the Local Government Commission to sell the bonds authorized to retire the bond anticipation note. Commissioner White seconded the motion and upon a roll call vote it was adopted bya majority vote as follows: AYE: Cooper, White, Dotterer NAY: F. Wicker, G. Wicker
