M ® BOOK 7 PASS <br />Additional bills as tabulated by the County Account were presented <br />and upon motion made, seconded,. and duly adopted, they were approved for <br />payment. In reviewing the bills, the County Auditor, Mr. E. M. Underwood, <br />called the Board's attention to the election board statements and an inquiry was <br />made as to Clerk for registering the voters. Upon motion of Commissioner <br />Perry White, seconded by Commissioner Franklin Wicker, it was RESOLVED <br />by a unanimous vote that the Deputy Register of Deeds was to serve as the <br />Registrar for the registering of voters. <br />Also, in reviewing bills, it was noted that charges had been made <br />for examination of members of the Rescue Squad, and upon motion made, <br />seconded and adopted, it was RESOLVED to advise the Rescue Squad to provide <br />for a periodic group physical examination. <br />Mr. Bob Brickhouse and Mr. Hal Siler, appeared before the Board <br />and gave a report on the County's application for the location of the State Zoo- <br />logical Garden in our area. Mr. Brickhouse presented the criteria presented <br />by the Site Selection and after these were reviewed, Commissioner Gordon <br />Wicker moved that the Board resolve that it would agree that if the State Zoo- <br />logical Garden were located in the vicinity of Lee County, that we would zone <br />an area of at least one mile surrounding the park to protect it from outside <br />encroachment, abnormal noise, smog and undue polution of all kinds. <br />Commissioner William H. Cooper seconded the motion and upon a <br />roll call vote, it was unanimously adopted as follows. <br />AYE: Cooper, White, F. Wicker, G. Wicker, J. Dotterer <br />NAY: None <br />Mr. Robert Harris appeared before the Board and discussed pending <br />bond issue for utility extension. <br />K. R. Hoyle, County Attorney, gave a report on the meeting held <br />with respect to the County establishing a Recreation System. The plan proposed <br />by the City Attorney would necessitate special legislation, and therefore, no <br />formal action was taken to call for a recreational tax vote at this time. <br />It was reported that the reorganization of the Law and Order Committees <br />would necessitate a transfer of Lee County to its new district within the next six <br />months and that the next meeting of the Committee wouldbe on September 15, 1970. <br />Upon motion made, seconded and duly adopted, Mr. L. L. Beckham was appointed <br />the alternate with Franklin D. Wicker as the County Representative on this Comm- <br />ittee. <br />The Chairman called the Board's attention to a resolution which had <br />been adopted by the Board of Commissioners for Onslow County requesting the <br />State Board of Social Services to take over and assume the entire Social Services <br />obligations and that in the event such assumption should be made in stages that <br />the Medicaid be the first one assumed. After discussion of the Resolution, <br />Commissioner Franklin D. Wicker moved that the Board of Commissioners of <br />Lee County endorse said Resolution and Commissioner Gordon A. Wicker seconded <br />the motion. Upon a vote, it was unanimously adopted. <br />Commissioner William H. Cooper moved that the County purchase a <br />quarter page ad for the purpose of promoting Lee County as a site for industrial <br />development in the forthcoming special edition of the Sanford Herald. Commiss- <br />ioner Franklin D. Wicker seconded the motion and upon a vote it was unanimously <br />adopted. <br />
