DI <br />BOOK 7 PACE 474 <br />C <br />by the County Accountant were approved for payment. <br />Upon motion of Commissioner Franklin D. Wicker, seconded by <br />Commissioner William H. Cooper, it was RESOLVED to appropriate the <br />sum of $500. 00 from the Emergency and Contingency Fund to the School Fund <br />for the purpose of operating the head start program. The motion was adopted <br />by unanimous roll call vote as follows; <br />AYE: Cooper, P. White, F. Wicker, G. Wicker and Dotterer <br />NO: None <br />Upon motion of Commissioner Franklin D. Wicker, seconded by <br />Commissioner Perry White and unanimously adopted, it was RESOLVED to <br />appropriate from the fund derived from non-tax sources, the sum of $100. 00 <br />for the use of the Sandhills Area Development Corporation in publicizing <br />Lee County. The roll call vote was as follows: <br />AYE: Cooper, P. White, F. Wicker, G. Wicker and Dotterer <br />NO: None <br />Chairman Dotterer called the Board's attention to the fact that the <br />County Planning Board would meet that night and they had been invited to meet <br />with them. <br />The written quarterly report of the Veterans Service Board was <br />presented to the Board. <br />The Board next considered the bids received for conducting the re- <br />valuation of the County's property, and after discussion and hearing the recomm- <br />endations of the Tax Supervisor, upon motion of Commissioner Gordon A. Wicker, <br />duly seconded by Commissioner William H. Cooper, it was RESOLVED to accept <br />the low bid of Carolina Appraisals in the amount of $65, 022. 00, to conduct said <br />appraisal, and the Chairman and the Clerk were authorized to enter into a contract <br />on behalf of the County, with said firm. The roll call vote was as follows: <br />AYE: Cooper, P. White, F. Wicker, G. Wicker and Dotterer <br />NO: None <br />The Tax Supervisor was instructed to return the other bids received <br />with the County's appreciation for their interest. <br />Mr. James L. Clark, Tax Supervisor, appeared before the Board and <br />reported that Mr. W. Randall Hobbs owned property on U. S. No. 1 north of <br />Sanford which had been erroneously listed twice for the years 1963-64, and <br />that Mr. Hobbs had requested refund of the $8. 63 he had paid through error. <br />Upon motion made, seconded and duly adopted, it was RESOLVED to authorize <br />the refund of $8. 63 to Mr. W. Randall Hobbs, whose property had been double <br />listed. The roll call vote was as follows: <br />AYE: Cooper, P. White, F. Wicker, G. Wicker and Dotterer <br />NO: None <br />The Administrative budget for the Vocational Rehabilitation Department <br />was presented to the Board and considered,. and after review, upon motion of <br />Commissioner'Franklin D.
