77 <br />BOOK PACE * <br />Commissioner Perry White seconded the motion and upon a vote <br />it was unanimously adopted. <br />The Chairman then called the Board's attention to the program for <br />solid waste disposal and reported that the Farmer's Home Administration had <br />funds which were available for the purchase of equipment or property.but not <br />for operational expense. Upon motion of Commissioner Franklkin D. Wicker, <br />seconded by Commissioner Perry White and unanimously adopted, upon a vote, <br />it was RESOLVED to authorize the Chairman and Clerk to make application for <br />a Farmer's Home Administration grant for solid waste disposal in Lee County. <br />Commissioner Perry White made the observation that the construction <br />of industrial complexes in the County would bring the question of zoning before the <br />Board and Should be considered. Chairman Dotterer reported that the County <br />Planning Board is coming before the Board of Commissioners at its next <br />meeting to discuss this problem. <br />There was a discussion about a letter for refund of. penalties collected <br />from Roxanne Mills, but no formal action was taken, and the County Attorney <br />was asked to report on the status of penalties under the law. <br />Mr. Robert Bracken, Engineer, for the City of Sanford, appeared <br />before the Board and requested the Board to execute easements allowing improve- <br />ments along Nash Street near the Sanford City School property and the old County <br />Home property. Upon motion of Commissioner William H. Cooper, seconded by <br />Commissioner Franklin D. Wicker, it was unanimously RESOLVED to authorize <br />the Chairman and Clerk to execute the necessary easements to accomplish this <br />project. <br />Dr. James Hulin, appeared before the Board and discussed transfer of <br />the County to the Mid-Central Comprehensive Health Planning Region. In view of the <br />applications for assistance which the County had heretofore filed it was decided to <br />wait until February before taking formal action, although Dr. Hulin and Comm- <br />issioner White were advised and authorized to maintain close contact with the new <br />region since under the Governor's Executive Order this is the region to which Lee <br />County would have to look for future planning. <br />Mrs. Pearl L. McDuffie, and a group of citizens from Lemon Springs <br />appeared before the Board and requested assistance in repairing the music room <br />at Greenwood School. After discussion and consideration, upon motion of <br />Commissioner William H. Cooper, seconded by Commissioner Gordon A. Wicker, <br />and unanimously approved, upon a roll call vote, it was RESOLVED that the <br />request for improvement to the music room at the Greenwood School be referred <br />to the Lee County School Board and if the project is approved by said Board, then <br />the School Board is authorized to use the sum of $1, 500. 00 from funds previously <br />made available for an option to purchase real estate which funds are no longer <br />needed by the School Board for that purchase, no option having been attained nor <br />any present land acquisition program being under consideration. The vote was <br />as follows: <br />AYE: William H. Cooper, Gordon A. Wicker, Franklin D. Wicker <br />and John E. Dotterer <br />NO: Perry White <br />Commissioner White asked that the minutes reflect that he voted "no" <br />not because he did not consider it a worthy project; but that the request should <br />have been first made to the Board of Education and brought by them to the Board <br />of Commissioners. <br />
