Boo K 23 eA 463 <br />LEE COUNTY <br />C) (D0V CJ (3 000Q~ 0 C3 Ci <br />Committed Today for a Better Tomorrow <br />RESOLUTION <br />IN OPPOSITION TO SENATE BILL 3194 <br />COLLECTING BARGAINING BILL FOR PUBLIC SAFETY WORKERS <br />WHEREAS, nearly 32,000 North Carolina State and local public safety employees could begin <br />negotiating contracts with unions if recently introduced federal legislation becomes law; and <br />WHEREAS, local officials and associations have great concerns over costs to taxpayers, burdens to <br />administrators, the ability of law enforcement to respond, and constitutionality of the legislation; and <br />WHEREAS, Senate Bill 3194 could bypass committee review and proceed to the floor and become law <br />quickly without substantive debate; and <br />WHEREAS, over 28,000 municipal and county law enforcement workers and paid firefighters would fall <br />under the bill along with nearly 3,800 public safety positions in State government, including members of <br />the Highway Patrol, employees of the State Bureau of Investigation, and others; and <br />WHEREAS, Senate Bill 3194 could bring about tax increases and layoffs; and <br />WHEREAS, Senate Bill 3194 is an expensive, unfunded mandate that could result in the same services <br />being delivered at a much higher cost and could create an adversarial relationship between employee <br />and employer and lead to collective bargaining with other public employees. <br />NOW, THEREFORE, BE IT RESOLVED, that the Lee County Board of Commissioners does hereby <br />oppose Senate Bill 3194 or any other bill that would have this provision for collective bargaining <br />attached to it, and ask that the North Carolina delegation support this decision. <br />BE IT FURTHER RESOLVED that a copy of this executed resolution be forwarded to Senators Richard <br />Burr and Kay Hagan for support. <br />Adopted this 7th day of June 2010 <br />L)hV,a A.
