MEMORANDUM <br />TO: Lee County Board of Commissioners <br />John Crumpton, County Manager <br />FROM: Marshall Downey, Planning Director <br />DATE: May 16, 2016 <br />REF: Ranking of local transportation project for NCDOT Strategic <br />Transportation Investment (STI) program <br />034 <br />N��Pa\ <br />v ,•i 0 <br />\yRRTEpED / <br />As you may be aware, the NC Department of Transportation uses a relatively new system <br />in which projects are awarded funding known as Strategic Transportation Investment (or <br />simply STI). Passed in 2013, STI is intended to allow NCDOT to use its funding more <br />efficiently and effectively to enhance the state's infrastructure, while supporting <br />economic growth, job creation and a higher quality of life. The STI process also <br />established the Strategic Mobility Formula, a new way of allocating available revenues <br />based on data -driven scoring and local input The STI process is intended to make the <br />awarding of projects and related funding more objective (and less subjective/political). <br />Under this new mobility formula process, NCDOT looks to our regional transportation <br />planning organization, the Triangle Area Rural Planning Organization (TARPO), for <br />assignment of local input (point). You may recall that TARPO consists of Lee County, <br />Moore County, Chatham County and certain unincorporated parts of Orange County, as <br />well as the respective municipalities within each county. As such, TARPO asks that each <br />of the four counties (and municipalities therein) each submit a collective list of their top <br />10 projects for consideration. This list of 40 projects will then get trimmed down by <br />TARPO to a total of 14 projects that will be assigned "local" points and forwarded to <br />NCDOT. Please note that each of the four counties is guaranteed to get a least two (2) <br />projects included in the group of 14, so that means that 8/14 projects will be spread <br />among the four counties. <br />Under the revised STI process, NCDOT does a preliminary scoring of all of the proposed <br />projects (note that Lee County had a total of 15 projects scored). This <br />information/scoring was distributed to local staff in mid April. Planning staff distributed <br />the information first to our ad-hoc transportation subcommittee composed of the Mayors <br />for Sanford and Broadway as well as Chair Dalrymple and the three managers. We met <br />on the afternoon of April 27b with the intent to make a preliminary ranking of the 10 <br />projects from the original list of 15. <br />
