SANDHILLS CENTER ops <br />Managing Mental Health, Intellectual/Developmental Disabilities and Substance Abuse Services <br />910-673-9111 (FAX) 910-673-6202 www.sandhiliscenter.org Victoria Whitt, CEO <br />March 9, 2016 <br />Mr. John Crumpton <br />Lee County Manager <br />PO Box 1968 <br />Sanford, NC 27331 <br />Dear Mr. Crumpton: <br />During its March 8"' meeting, the Sandhills Center Board of Directors discussed the <br />issue of our County General Budget Request from our nine (9) constituent counties for <br />FY 16-17. <br />Based on a review of the current fiscal situation that impacts our State and counties, it <br />was decided that the Center would not request an increase in County General Funding <br />from any of our counties. This continues our practice of not requesting an increase in <br />County General Funding for the past 12 years. <br />Importantly, all county funding received is directed in support of local County Behavioral <br />Health Urgent Care Centers and other county designated services/programs. <br />During FY 15-16, Lee County contributed the following to Sandhills Center for local <br />behavioral health services: <br />Current County General Allocation: <br />FY 16-17 Funding Request <br />• County General Request: <br />• Total FY 16-17 County General Request: <br />Note: See Attached County General Funding Chart. <br />Since beginning the management of Medicaid service <br />Sandhills Center has realized savings and has made a <br />savings in the community. <br />$ 240,000 <br />$ 240,000 <br />$ 240,000 <br />dollars in December, 2012, <br />commitment to reinvest those <br />One of the ways savings have been reinvested is through increases in the <br />Medicaid rate for services provided. Sandhills Center has increased Medicaid <br />rates for several services including Outpatient services (by 10%) and Physician <br />Evaluation and Management codes (by 13%). <br />Along with the Medicaid service rate. increases, our local behavioral health urgent <br />care center providers (Daymark Recovery, Inc., Monarch, RHA) have made <br />P.O.
