G i -f <br />RECOMMENDATION OF THE PLANNING BOARD <br />FOR A CHANGE TO THE OFFICIAL ZONING MAP OF LEE COUNTY <br />• APPLICATION 2010-0301 <br />The Planning Board by a unanimous vote recommend the Board of Commissioners approve Application <br />#2010-0301 submitted by Carl Bunnell to rezone approximately 5.21± acres of land located at the southwest <br />comer of Lark Lane and Jefferson Davis Highway from Residential Restricted (RR) district to Highway <br />Commercial (HC) district. <br />LAND USE INFORMATION PRESENTED AT THE PUBLIC HEARING: <br />Site and Area Description <br />The area requested for rezoning is south of Lark Lane and west of Jefferson Davis Highway. The lot is <br />approximately 5.21± acres in size with 409 feet of frontage on Jefferson Davis Highway and over 530 feet of <br />frontage on Lark Lane, a private road. The site is cleared of timber and is undeveloped. <br />The property is also the same 5.207-acre tract shown on a map surveyed for "Quail Ridge Ltd.", recorded in <br />Plat Cabinet 5, Slide 110, Lee County Register of Deeds and that property recently surveyed for Carl and <br />Vicki Bunnell recorded in Plat Cabinet 2010, Slide 28. <br />Utilities <br />The site does not have access to public water or sewer. If developed, a well and private sewerage system will <br />serve the wastewater needs. <br />Existing Zoning and Land Uses <br />. Properties adjoining to the north, south and west are zoned Residential Restricted. Properties to the east and <br />being east of Jefferson Davis Highway (US 1) are zoned Light Industrial. Land uses surrounding the subject <br />tract consist primarily of very low-density single-family homes. Quail Ridge golf course and subdivision is <br />located west of the site. Sanford Construction Company owns an 84-acre undeveloped tract east of the site. <br />Staff Analysis <br />The current zoning district (Residential Restricted-RR) is established to provide areas for low-density single- <br />family uses, with a maximum of one and one-half (1.5) dwelling units per acre. Property zoned RR should <br />include only those tracts which abut or are in close proximity to existing large-lot single family development, <br />making RR an appropriate transition district between rural, agricultural, and suburban uses. The RR district <br />requires a minimum lot width of 100 feet, a front yard setback of 30 feet, a rear yard setback of 30 feet and a <br />side yard setback of 15 feet. <br />The proposed zoning district (Highway Commercial-HC) is established to accommodate uses that depend <br />upon a large flow of traffic and convenient access, such as retailing of durable goods, the provision of <br />commercial services to industrial areas, and the provision of services to tourists. The minimum dimensional <br />standards in the HC district include a lot width of 50 feet, a front yard setback of 10 feet, and 0 rear and side <br />yard setbacks. Please note that the minimum building setback information provided does not take into <br />consideration the required landscape buffer yards or building and fire codes. A list of permitted uses for the <br />Highway Commercial (HC) zoning district is included within the agenda for your reference. <br />Transportation <br />The majority of Lee County's commercial establishments are located along U. S. Highway 1 South, a major <br />thoroughfare.
