iI J At this time the Board reviewed a Master Plan in reference to the Parks and Recreation • Department's county parks' and recreation programs'. Parks and Recreation Director John Payne told Board members that his department had enlisted the services of the N.C. Department of Commerce, Division of Community Assistance to update the current Master Plan for Parks and Recreation. The year long process has now been completed and was presented by Ms. Shanelle Bullock from the Division of Community Assistance. Mr. Payne stated that a required public hearing will be held at the March 15th Commissioners' meeting to hear comments from the public in reference to the proposed Plan. No action was taken. Finance Director Lisa Minter presented the Monthly Financial Report for month ending January 2010. No action was taken. County Manager John Crumpton presented a resolution recently adopted by the City of Sanford in reference to increased enforcement against perpetrators of violent crimes by the 11th Judicial District Attorney. Mr. Crumpton stated the resolution supports increased enforcement of the laws against perpetrators of violent crimes, including support for harsher punishment. It was the City's hope that the County would adopt a similar resolution of support in order to send a stronger message to the District Attorney. After discussion, a few changes were recommended forgthe Resolution and the Board asked County Manager John Crumpton to present a revised Reso1lution for consideration at the March 1st meeting of the Board. County Manager John Crumpton discussed wi thBoard a second request from the City of Sanford in reference to participation in the Extended roan Archery Deer Season. The City has scheduled a public hearing for February 16, 2010, to allow~ilividuals to hunt deer with bow and arrow only on private property in the city limits with p rh i sion of the property owner. If approved by City • Council and the wildlife Resources Commission, a nded season would go into effective January 2011. It was noted that Lee County is no the Ea tern Deer Season, which allows hunting with guns to begin a month earlier than the Centr De r Season, to which Lee County is currently assigned. The City of Sanford would like to either ssicngd to the Eastern Deer Season or ask the Wildlife Commission to allow the Central Deer eason to start gun season the same time as the Eastern District begins. Gun season fo Easteb Deer Season begins October 16, 2010, and the Central Season begins November 1 010Mr. Crumpton stated the City has asked if Lee County would be interested in joining the City in ue )ng that Lee County be assigned to the Eastern Deer Season or allow the Central Deer Season art gun season a month earlier. After discussion, the Board instructed County Manager John rumpton to draft a Resolution for consideration at the March 1st meeting of the Board for support of entering the Eastern Deer season. With no further business to come before the Board, Commissioner Dalrymple moved to adjourn the meeting.
