BK:00028 PG -0154
Commissioner Smith moved to approve additional funding for the FY 2015/16 Home and Community
Care Block Grant as presented, a copy of which is attached to these Minutes and by this reference
made a part hereof. Upon a vote, the results were as follows:
Aye: Dalrymple, Frazier, Knecht, Oldham, Reives, Sloan, and Smith
Nay: None
The Chair ruled the motion had been adopted unanimously.
The Board considered a request to hire a full time Senior Center Caregiver Specialist position.
Senior Services Director Debbie Davidson stated since November 2002, Judi Womack has served as a
contract employee to Lee County as a Caregiver Advisor under grant funding through the National
Family Caregiver Program. Ms. Womack will retire as of April 15, 2016. Ms. Davidson stated with the
growing number of older adults in Lee County and those caring for loved ones, a full-time position is
needed within the department to serve the caregivers and assist with senior center programs. If
approved, the position would be funded 70% with caregiver grant funding and other grant funding that
might be available to the senior center. After discussion, Commissioner Frazier moved to approve the
hiring of a full-time Senior Center Caregiver Specialist position as presented, and add the position to
the Lee County Pay Plan. Upon a vote, the results were as follows;
Aye: Dalrymple, Frazier, Knecht, Oldham, Reives, Sloan, and Smith
Nay: None
The Chair ruled the motion had been adopted unanimously.
The Board considered a request to reclassify a Library System Specialist position. Library
Director Susan Benning stated that in May 2013 the Library Supervisor resigned. In the 2013/14
budget, the position of Library Supervisor was eliminated and duties of that position were reassigned to
other positions within the department to save money. This change left only one library employee with a
Master in Library Science, that being the Director. The Library Systems Specialist has accepted
another position within the County and moved to that department on March 211t. Staff believes the
position needs to be upgraded to add an employee with a Master in Library Science to enhance the
capabilities of the library. The community's expectations of the library have grown, increasing the
workload at the library. To continue to offer creative programming, computer classes, and offer
knowledgeable expertise, a second librarian with a Master Degree is much needed. This position will
supervise library staff and manage the Library in the Director's absence. Adding this employee will
ensure that the County has an additional employee with a Master in Library Science in the event the
current Director leaves employment or retires. After discussion, Commissioner Frazier moved to
approve the reclassification of the Library System Specialist position to a Library 111 position as
presented, and include said position in the Lee County Pay and Classification Plan. Upon a vote, the
results were as follows:
Aye: Dalrymple, Frazier, Knecht, Oldham, Reives, Sloan, and Smith
Nay: None
The Chair ruled the motion had been adopted unanimously.
The Board considered a renewal contract for County printers, copiers, and scanner devices. IT
Director Kyle Edwards asked the Board to consider a renewal contract with Systel Office Solutions for
printer/copier/scanner devices currently in use in county offices. The County is approaching the 5 -year
mark for either the development of a new cost per copy contract with our existing vendor or sending this
on
