BK:00028 PG -0151 <br />The Board discussed bids for the Bob E. Hales Center Renovation Project. John Payne, <br />Director of the Parks and Recreation Department presented bids to the Commissioners at the February <br />15th meeting. Low bid for said project was from H. M. Kern, Greensboro. At that meeting the Board <br />instructed the County Manager to contact the City of Sanford for assistance with the $62,000 shortfall <br />for the project. During the March 7th Commissioners meeting, the item was removed from the agenda <br />until the March 21St meeting. After discussion, Commissioner Frazier moved to table the project at this <br />time. Upon a vote, the results were as follows: <br />Aye: Frazier, Knecht, Oldham, Reives, Sloan, and Smith <br />Nay: Dalrymple <br />The Chair ruled the motion had been adopted by a 6 to 1 vote. <br />The Board considered the appointment of a Chair to the Board of Equalization and Review. <br />Based on General Statute §105-322 the Board of Commissioners shall designate the chairman of the <br />special board. Chair Dalrymple opened the floor for discussion. After discussion, Commissioner <br />Reives moved to expand the Board of Equalization and Review by two members, move Mike McDonald <br />and Brian Davis (alternate members) to full-time regular member positions, and appoint Mike McDonald <br />Chair of said board. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Frazier, Knecht, Reives, and Smith <br />Nay: Oldham and Sloan <br />The Chair ruled the motion had been adopted by a 5 to 2 vote. <br />At 6 pm the Board of Commissioners conducted joint public hearings with the Lee County <br />Planning Board in reference to two rezoning applications and proposed text amendments. <br />Zoning Administrator Althea Thompson outlined the first rezoning application submitted by Rand <br />Schenck to rezone 14.34± acres of land on Deep River Road from Highway Commercial Conditional <br />Use (HC -CU) to Highway Commercial (HC) district. The property is located directly north of the <br />intersection of Deep River Road and Lower Moncure Road, and borders the eastern side of US <br />Highway 1, a northbound exit ramp onto US Highway 1 and the Deep River. <br />Chair Dalrymple opened the public hearing that had been advertised for this date and time. <br />The following spoke in favor of the rezoning petition: <br />- Mike Thornton, Terrain Marketing Brokers, 607 College Street, Clinton, NC <br />(representing Rand Schenck) <br />No one present spoke in opposition to the petition. <br />Chair Dalrymple closed the public hearing. <br />Ms. Thompson outlined the second rezoning application submitted by Abdalfataha Abutaha to <br />rezone a 1.28 acre lot located at 2205 Tramway Road from Residential Agricultural (RA) district to <br />Highway Commercial (HC) district. <br />Chair Dalrymple opened the public hearing that had been advertised for this date and time. <br />3 <br />
