BK:00028 PG -0150 Pursuant to N.C. General Statute §153A-52.1, the Chair opened the floor for Public Comments. The following signed up to speak and were allowed 3 minutes for comments: 1. Allen Longman, 205 Oakbranch Lane, Sanford 2. Dr. Joyce Hawkins, 426 Hawkinberry Lane, Sanford 3. Terica Luxton, 3616 Lee Avenue, Sanford 4. Debbie Hall, 957 Cumnock Road, Sanford Commissioner Reives moved for the Board to move discussion on the Colon Road water testing to this part of the meeting instead of at the end of the Agenda. Upon a vote, the results were as follows: Aye: Dalrymple, Frazier, Knecht, Oldham, Reives, Sloan, and Smith Nay: None The Chair ruled the motion had been adopted unanimously. County Manager John Crumpton stated 100 letters have been received from interested property owners for baseline water testing; 59 samples have been taken; 24 of these were from private wells. The Health Department is waiting on sample results from 5 properties. Fourteen of the 23 private wells conveyed an elevated level of Hexavalent Chromium. Twenty-one of the 23 private wells conveyed an elevated level of Vanadium. On February 11th the Office of Environmental and Epidemiological Branch informed the health department they would no longer be providing the recommendation not to drink and/or cook with their well water. The State has indicated that DHHS is rescinding the recommendation to affected Lee County residents regarding not to drink the well water. DHHS has asked the Lee County Health Department to forward the letter to the affected private well owners. Mr. Crumpton stated a total of $6,100 in donations has been received to assist with the purchase of water filters. Duke Energy has paid for all water testing and will no longer pay for additional testing. At a previous meeting the Board directed any donations received would be used to provide bottled drinking water for the Colon Road/Osgood area. Commissioner Frazier asked if a filter unit could be placed at one of the four sites tested with the highest levels. County Attorney Kerry Self stated she had concerns over which one is selected for the filter. Commissioner Reives asked if the donations received could be transferred to a non-profit organization to proceed with buying bottled water and purchasing a water filter. After further discussion, Commissioner Smith moved for the County Manager and staff to transfer the donated funds to a non-profit (Environmental LEE) to place water filters on four wells and monitor to see if the system works. If the filters do not work the money could be used for purchasing bottled water. Upon a vote, the results were as follows: Aye: Dalrymple, Frazier, Knecht, Oldham, Reives, Sloan, and Smith Nay: None The Chair ruled the motion had been adopted unanimously. After further discussion, Commissioner Reives moved for the County to send the State's letter to rescind the do -not -drink letter to the residents tested with the highest levels and to include a cover letter stating the County was asked to send the letters out.
