G?3 <br />Transportation: The NCDOT 2013 Traffic Study reports 2,400 vehicles per day at the site. <br />The subject tract is adjacent to US Highway 1, a major thoroughfare. The tract is not accessible <br />from US Highway 1, but has easy access to the main highway. Major thoroughfares typically <br />serve through travel and external travel into major industrial, commercial, recreational, and <br />institutional attractions. <br />Environmental: The property is located within the Cape Fear WS -IV Protected Area (CFS - <br />WS -IV -PA) watershed. Non-residential development occurring in a WS -IV watershed <br />classification which requires a Sedimentation and Erosion Control permit may occur at no more <br />than twenty-four percent (24%) built upon area for projects utilizing curb and gutter and at no <br />more than thirty-six percent (36%) built -upon area if the project does not utilize curb and gutter <br />for storm water control. Ten percent (10%) of the CFS -WS -IV -PA watershed area may be <br />developed with new development projects up to seventy (70%) built -upon area as Special <br />Intensity Allocations (SIAs). SIAs are allocated by the Watershed Administrator on a "first <br />come, first served" basis upon the approval and issuance of the appropriate permit. The total <br />area remaining for SIA's in the CFS -WS -IV -PA is over 3,000 acres. <br />A portion of the subject tract that borders the Deep River and is located within a 100 -year <br />floodplain (ref. FEMA Map #3710966600K, dated February 2, 2007). Any development activity <br />located within a flood hazard area will be required to meet standards and procedures of Article <br />13 Flood Hazard Regulations of the Unified Development Ordinance. <br />Development Standards: If rezoned, all uses permitted in the Highway Commercial (HC) <br />zoning district would be allowed and any future development of the site will be required to meet <br />r all applicable design standards of the Unified Development Ordinance. <br />Conformance with the 2020 Land Use Plan: The Sanford/Lee County 2020 Land Use Plan <br />and Map identify areas at U S Highway 1 and Deep River Road (Old U S Highway 1) as an <br />Interchange/Highway Node with a Highway Overlay. The Highway Node identifies major <br />mixed-use areas of retail/service centers of over 200,000 square feet with additional major office <br />and business park employment. Development at a highway node should be sited and designed as <br />a community gateway. The Highway Overlay is intended to be an area where development will <br />be subject to higher design standards. <br />Conformance with the Deep River Small Area Land Use Plan: The Deep River Small Area <br />Plan identifies this area within a Mixed Use Commercial Center classification. This <br />classification is intended to contain high density commercial, office, and residential uses subject <br />to high design standards in a compact area which is designed to be pedestrian -friendly. <br />Rezoning this property to Highway Commercial conforms to the 2020 Land Use Plan and the <br />Deep River Small Area Plan. When considering the zoning of the property, the reasonableness <br />of the request, the public interest, and current development trends of the neighborhood should be <br />considered. <br />
