C. <br />_ Information <br />Meeting Date: March 21, 2016 _ Action Item <br />XX Consent Agenda <br />SUBJECT: Consider Sale of Surplus Personal Property by Private Sale <br />DEPARTMENT: Administration <br />CONTACT PERSON: John Crumpton, County Manager <br />REQUEST: Declare as surplus approximately 8,500 surplus plastic pallets used for <br />shipping yarn, and authorize the County Manager to sell such pallets by <br />private sale. <br />SUMMARY: On October 7, 2010, Lee County was awarded a Golden LEAF grant <br />thereby allowing the County to purchase and subsequently lease to <br />Frontier Spinning approximately 8,500 pallets to be used for shipping <br />yarn. On March 21, 2011, Lee County and Frontier Spinning entered <br />into an Equipment Lease Agreement for those pallets. The Lease <br />Agreement expires on May 22, 2016, and at that time, Lee County will <br />own approximately 8,500 pallets that will be surplus to its needs. <br />Pursuant to NCGS §160A-266, the County is authorized to sell by <br />private sale personal property worth less than $30,000. The Manager <br />has been working with Frontier Spinning to negotiate a sale, as well as <br />looking into other markets that may be interested in the pallets. State <br />statute requires that the Board authorize the private sale, publish notice <br />in the newspaper, and then the sale can be made. <br />BUDGET IMPACT: N/A <br />ATTACHMENT(S): (1) Resolution, and (2) Equipment Lease Agreement with Frontier <br />Spinning <br />PUBLIC HEARING: No <br />PRIOR BOARD ACTION: N/A <br />RECOMMENDATION: Declare the pallets as surplus personal property valued at less than <br />$30,000, instruct the Clerk to the Board to publish notice of the attached <br />resolution, and authorize the County Manager to sell the surplus pallets. <br />
