C;�O1c0_ fy <br />LEE COUNTY <br />Committed Today for a Better Tomorrow <br />RESOLUTION AUTHORIZING THE SALE OF PROPERTY <br />LOCATED AT 0 BLACK ROAD <br />WHEREAS, the County of Lee owns certain vacant property located at "0" Black Road, <br />PIN number 9547-05-9203-00, in Lee County, North Carolina, as shown on a deed recorded in <br />Deed Book 1324, Page 721, in the office of the Register of Deeds for Lee County, to which the <br />record thereof reference is hereby made for more complete description; and, <br />WHEREAS, the taxable value of the property is $4,300.00; and, <br />WHEREAS, the above -referenced property was conveyed to the County as the result of a <br />tax foreclosure; and, <br />WHEREAS, the amount of fees and taxes owed on the property as the result of such sale <br />is $1,481.93; and, <br />WHEREAS, North Carolina General Statutes §§ 153A-176 and 160A-269 permit the <br />County to sell property by upset bid, after receipt of an offer to purchase the property; and, <br />WHEREAS, the County of Lee proposes to dispose of the above described property as it <br />is surplus to the County's needs; and, <br />WHEREAS, the County received two offers, one submitted by Michael D. Talbott in the <br />amount of $1,446.84 and a second offer from Ryan Johnson in the amount of $1,500.00; and, <br />WHEREAS, both Offerors paid to the County Clerk the required 5 percent (5%) deposit <br />on their offers; and, <br />WHEREAS, at its regular meeting on February 15, 2016, the Lee County Board of <br />Commissioners accepted the higher offer of $1,500.00 from Mr. Johnson and instructed staff to <br />advertise for any higher, upsetting offer, subject to the upset bid procedure; and, <br />WHEREAS, such offer was advertised in The Sanford Herald on Saturday, February 20, <br />2016; and, <br />WHEREAS, no further upset bids were received during the 10 -day upset bid period, and <br />the offer from Ryan Johnson is the final and highest bid received. <br />
