General Statute §153A-52.1, Chair Dalrymple opened the floor for Public Comments. <br />The following signed up to speak and were allowed 3 minutes for comments: <br />1. Terica Luxton 3616 Lee Avenue, Sanford — Coal Ash & Contaminated Wells <br />2. Dr. Joyce Hawkins, 426 Hawkinberry Lane, Sanford — Contaminated Wells <br />3. Marsha Ligon, 1416 Palmetto Path, Sanford — Contaminated Wells <br />Commissioner Smith arrived at 5:03 PM. <br />The Board heard from Tax Administrator Mary Yow regarding a Tax Lien Advertisement for delinquent <br />2015 Real Property Taxes. NC General Statute 105-369(a) requires the tax collector to report to the governing <br />board unpaid real property taxes for the current fiscal year. The governing board must order the tax collector to <br />advertise the tax liens. Commissioner Frazier moved for the tax collector to advertise 2015 real property taxes <br />per NC General Statute 105-369(a). Upon a vote, the results were as follows: <br />Aye: Dalrymple, Frazier, Knecht, Oldham, Reives, Sloan, and Smith <br />Nay: None <br />The Chair ruled that the motion had been adopted unanimously. <br />The Board considered appointments to the Board of Equalization and Review from Clerk to the Board <br />Gaynell Lee. Four of the five full-time members on the board are up for reappointment. Ms. Lee explain that <br />three alternates are also needed to complete the Board, and an organizational meeting will be held in March to <br />elect a Chair and Vice -Chair. Ms. Lee presented ten total applications for the four full-time slots and three <br />alternate slots, three of which were turned in past the deadline. Upon discussion, Commissioner Frazier moved <br />to defer action on appointments until ballots could be provided at the February 15th meeting, while continuing to <br />accept applications through noon, Friday February 5th. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Frazier, Oldham, Reives, and Sloan <br />Nay: Knecht and Smith <br />The Chair ruled the motion had passed by a 5-2 vote. <br />Finance Director Lisa Minter presented Budget Amendment #2/01/16/12 to appropriate funds for the <br />following departments: <br />Health - Promotion: to appropriate $4,160 in additional funding from the State to be used for <br />training and conferences for Health Promotion staff. No County match is required. <br />Health — Maternal & Health — Family Planning: to appropriate $60,000 in additional funding <br />from the State to be used for efforts to reduce the infant mortality rate in the County. No County <br />match is required. <br />Health — Animal Control: to appropriate a donation of $500 to be used to purchase a <br />freezer to keep animal carcasses in until they can be disposed. <br />Commissioner Knecht moved to approve Budget Amendment #2/01/16/012 as presented, a copy of <br />which is attached to these minutes and by this reference made a part hereof.
