General Statute §153A-52.1, Chair Dalrymple opened the floor for Public Comments. The following signed up to speak and were allowed 3 minutes for comments: 1. Terica Luxton 3616 Lee Avenue, Sanford — Coal Ash & Contaminated Wells 2. Dr. Joyce Hawkins, 426 Hawkinberry Lane, Sanford — Contaminated Wells 3. Marsha Ligon, 1416 Palmetto Path, Sanford — Contaminated Wells Commissioner Smith arrived at 5:03 PM. The Board heard from Tax Administrator Mary Yow regarding a Tax Lien Advertisement for delinquent 2015 Real Property Taxes. NC General Statute 105-369(a) requires the tax collector to report to the governing board unpaid real property taxes for the current fiscal year. The governing board must order the tax collector to advertise the tax liens. Commissioner Frazier moved for the tax collector to advertise 2015 real property taxes per NC General Statute 105-369(a). Upon a vote, the results were as follows: Aye: Dalrymple, Frazier, Knecht, Oldham, Reives, Sloan, and Smith Nay: None The Chair ruled that the motion had been adopted unanimously. The Board considered appointments to the Board of Equalization and Review from Clerk to the Board Gaynell Lee. Four of the five full-time members on the board are up for reappointment. Ms. Lee explain that three alternates are also needed to complete the Board, and an organizational meeting will be held in March to elect a Chair and Vice -Chair. Ms. Lee presented ten total applications for the four full-time slots and three alternate slots, three of which were turned in past the deadline. Upon discussion, Commissioner Frazier moved to defer action on appointments until ballots could be provided at the February 15th meeting, while continuing to accept applications through noon, Friday February 5th. Upon a vote, the results were as follows: Aye: Dalrymple, Frazier, Oldham, Reives, and Sloan Nay: Knecht and Smith The Chair ruled the motion had passed by a 5-2 vote. Finance Director Lisa Minter presented Budget Amendment #2/01/16/12 to appropriate funds for the following departments: Health - Promotion: to appropriate $4,160 in additional funding from the State to be used for training and conferences for Health Promotion staff. No County match is required. Health — Maternal & Health — Family Planning: to appropriate $60,000 in additional funding from the State to be used for efforts to reduce the infant mortality rate in the County. No County match is required. Health — Animal Control: to appropriate a donation of $500 to be used to purchase a freezer to keep animal carcasses in until they can be disposed. Commissioner Knecht moved to approve Budget Amendment #2/01/16/012 as presented, a copy of which is attached to these minutes and by this reference made a part hereof.
