J <br />BK:00028 PG -0077 <br />LEE COUNTY <br />Committed Today for a Better Tomorrow <br />ANNUAL PLANNING RETREAT <br />OF THE <br />LEE COUNTY BOARD OF COMMISSIONERS <br />BUGGY FACTORY <br />115 CHATHAM STREET <br />SANFORD, NORTH CAROLINA 27330 <br />January 29, 2016 <br />The annual Board Retreat of the Board of Commissioners for the County of Lee, State of North <br />Carolina, convened at 9 a.m., Friday, January 29, 2016, in the first floor conference room at the Buggy <br />Factory, 115 Chatham Street, Sanford, North Carolina. Commissioners attending included Amy M. <br />Dalrymple, Dr. Andre Knecht, Larry "Doc" Oldham, and Robert T. Reives. Commissioner Kirk D. Smith <br />was unable to attend and Commissioner Timothy S. Sloan arrived at 1:10 p.m. Staff members in <br />attendance were County Manager John Crumpton, County Attorney Kerry Self, Finance Director Lisa <br />Minter, Clerk to the Board Gaynell Lee, and Deputy Clerk Danielle Mahoney. <br />Chair Dalrymple called the Retreat to order. <br />Commissioner Knecht delivered the invocation. <br />The following items were discussed: <br />Consolidated Human Services Agencies — In the wake of new legislation enacted in June 2012, <br />several counties have decided to make changes to how they organize and govern their local human <br />service agencies. Several documents were provided outlining various options that might be <br />considered. Three options were presented as follows: <br />Option 1: Board of County Commissioners assumes powers and duties of local boards <br />(Health and Social Services). Agencies stay the same. <br />Option 2: Board of County Commissioners creates a consolidated human services <br />agency (CHSA). <br />Option 3: Board of County Commissioners creates a CHSA. Board of County <br />Commissioners assumes powers and duties of the CHS board. <br />Mr. Crumpton was asked to get more information from the Guilford County Manager who went through <br />this change while he was County Manager in Brunswick County. <br />Revolvinq Loan Program Policy — A "draft" policy, with comments from SAGA, was presented, <br />along a "draft" policy presented to the Board of Commissioners in February 2015. It was suggested <br />that maybe the loan process could be open to small type farmers. Economic Development Director <br />Bob Joyce stated he has 2 individuals ready to apply for a loan once the revised policy and loan <br />application is approved. It was noted the CCCC Small Business Center will assist with the application <br />process. <br />
