Information Meeting Date: February 15, 2016 XX Action Item Consent Agenda SUBJECT: Consider an upset bid on surplus property located at 138 Black Road and offers to purchase surplus property located at 0 Black Road and 140 Black Road in Lee County, North Carolina DEPARTMENT: Administration CONTACT PERSON: Kerry Self, County Attorney REQUEST: Consider upset bid from Ryan Johnson for the purchase of property located at 138 Black Road, as further described on the attached documents. Consider offers from Ryan Johnson to purchase property located at 0 Black Road and 140 Black Road. SUMMARY: The County of Lee acquired three properties located at 0, 138 and 140 Black Road as the result of tax foreclosures. 138 Black Road: Michael D. Talbott submitted an original offer of $3,723.17, plus advertising costs, to purchase the property located at 138 Black Road. The offer was advertised in the Sanford Herald on 1/22/16. Ryan Johnson submitted an upset bid of $4,005.00 within the 10 -day upset bid period. This upset bid is in compliance with all statutory requirements. Tax value of this parcel is $50,100. 0 Black Road: The County has received two offers on the property located at 0 Black Road, plus advertising costs: 1) Michael D. Talbott for $1,446.84, and 2) Ryan Johnson for $1,500.00. Tax value of this parcel is $4,300.00. 140 Black Road: Ryan Johnson submitted an offer to purchase the property located at 140 Black Road in the amount of $4,700.00, plus advertising costs. Tax value of this parcel is $42,800.00. BUDGET IMPACT: The taxes and fees owed on each of the parcels is described in the Summary above. ATTACHMENT(S): Upset Bid Resolution for 138 Black Road, Resolution for 0 Black Road, Resolution for 140 Black Road, Map of properties, Offer Letters PUBLIC HEARING: No PRIOR BOARD ACTION: At its January 19, 2016 meeting, the Board accepted Michael Talbott's original offer on 138 Black Road in the amount of $3,723.17. RECOMMENDATION: It is recommended that the Board make three motions, one for each of the parcels. Staff recommends the following: 138 Black Road: Accept Upset Bid offer from Ryan Johnson and direct staff to advertise for further upset bids. 0 Black Road: Accept the offer from Ryan Johnson in the amount of $1,500.00 and authorize staff to advertise for upset bids. 140 Black Road: Accept the offer from Ryan Johnson in the amount of $4,700.00 and authorize staff to advertise for upset bids.
