BK -00028 PG- 0021 <br />2015-2016 Facility Needs Survey <br />Lee County Schools - Executive Summary <br />November 24, 2015 <br />Every five years the State of North Carolina requires school districts to estimate the dollars needed for <br />new construction, additions or renovations to existing facilities. <br />North Carolina G.S. 115C -521(a) "Local boards of education shall submit their long-range plans for <br />meeting school facility needs to the State Board of Education by January 1, 1988, and every five years <br />thereafter." <br />Lee County Schools contracted BAISCA LLC to assist with the organization of existing data and <br />completion of survey forms issued by the DPI School Planning Section. The attached reports are the <br />results of the study. Data has been provided to LCS in two formats. A binder titled "State Forms" <br />includes all printable forms and reports from the survey database, which is written in Microsoft Access. <br />This is the information that will be submitted to the state. This binder, which is titled "BAISCA <br />Workbook" includes spreadsheets developed and used by BAISCA to compile facilities information <br />requested by DPI School Planning. This information is presented in a series of spreadsheets written in <br />Microsoft Excel. Ultimately, these reports can be more useful for LCS staff as they will provide <br />additional detail, particularly regarding renovation data. BAISCA was not contracted to conduct field <br />assessments or provide cost estimates. All information used to complete the 2015-2016 Facility Needs <br />Survey is based upon documents provided to BAISCA by Support Services and interviews held with <br />maintenance and other appropriate staff. <br />The chart below indicates the results of previous Facility Needs Surveys submitted by LCS to the state <br />including the 5 -year results of the BAISCA study. <br />The state survey includes facility data for the five-year period beginning in the 2015-2016 school year <br />(years 0-5) totaling $75,504,083. The state also requested facility needs data for an additional five-year <br />period beginning in 2020-2021 (years 06-10). The attached reports for years 06-10 indicate an <br />additional $5,514,408 in renovations costs bringing the overall cost projections for the 10 -year period to <br />$81,018,491. <br />The survey includes information for instructional space only. The BAISCA study included facility needs <br />for non -instructional facility such as administrative offices, maintenance, transportation, and warehouse <br />facilities.
