LEE COUNTY <br />Committed Today for a Better Tomorrow <br />JOINT MEETING OF THE <br />INTERLOCAL SUB -COMMITTEE <br />FOR THE <br />COUNTY OF LEE, CITY OF SANFORD <br />AND <br />TOWN OF BROADWAY <br />JANUARY 11, 2016 <br />The Joint Interlocal Sub -Committee appointed to study Interlocal Agreements and other items of <br />interest between the County of Lee, City of Sanford, and Town of Broadway, met at 11:30 a.m. in the <br />West End Conference Room, Sanford Municipal Building, 225 E. Weatherspoon Street, Sanford, North <br />Carolina, on said date. Commissioner appointed members present were Amy M. Dalrymple, Dr. Ricky <br />D. Frazier, and Timothy S. Sloan. County staff in attendance included County Manager John <br />Crumpton, Finance Director Lisa Minter, Clerk to the Board Gaynell Lee, and Deputy Clerk Danielle <br />Mahoney. <br />Mayor Chet Mann called the Joint Sub -Committee meeting to order and the following items <br />were discussed: <br />Mayor Mann stated the 2016 overview for the Sanford City Council was a "transformational <br />year" — promoting jobs and growth. They will be looking at the master wastewater plan to go along with <br />the updated land use plan to bring development to the county. <br />Colon Road Water Testing — To date 59 applications have been received with 51 requesting <br />water testing. Twelve property owners have been notified not to use their water due to high levels of <br />vanadium and hexavalent chromium. Frustration was expressed over not be able to get more <br />information from the North Carolina Department of Environmental Quality about the cause of the <br />elevated levels. April Montgomery, Chair of the Joint Environmental Affairs Board stated she was <br />working to bring officials from the North Carolina DEQ to Lee County for a joint work session. A <br />tentative meeting has been scheduled for January 28'h for residents in the affected area, staff and <br />elected officials. She was first told N.C. DEQ would not be available to meet until April or May. <br />Coal Ash — No definite date has been given for the arrival of coal ash to the County. May be the <br />summer of 2017 before it comes to Lee County. <br />Water Line on Colon Road — The question was asked as to the cost to connect people to a <br />water line in the Colon area. A December estimate from Sanford Public Works was $250,000 for water <br />line extensions on Old Colon Road and Amos Bridges Road. The County is now looking for an estimate <br />on a quarter -mile stretch of Old Colon Road only. Staff is looking at possible grants to assist with the <br />issue. <br />At 12:05 the meeting recessed so officials and staff could attend a "Meet and Greet" with Duke <br />LifePoint Healthcare leaders at Central Carolina Hospital. Upon returning to City Hall at 1:20 p.m., the <br />joint meeting resumed. <br />
