BK:00027 PG -0949 <br />Chair Dalrymple closed the public hearing. <br />After various comments from Board members, Commissioner Frazier moved to approve the first <br />reading of the temporary Moratorium Ordinance on Oil and Gas Development and Mining in Lee <br />County. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Frazier, Oldham, Reives, and Sloan <br />Nay: Knecht and Smith <br />The Chair ruled the first reading of the Moratorium had been approved by a 5 to 2 vote. The <br />second and final reading will be held during the December 7th meeting of the Board. <br />The second public hearing involved an economic development incentive request for "Project <br />Flint". Economic Development Director Bob Joyce outlined the project which consists of building <br />renovations and the purchase of machinery and equipment in the amount of $28,000,000. A total of <br />fifteen (15) new jobs will be created at an hourly rate of $15.00. County Manager John Crumpton <br />stated the incentive amount had been reduced from 70% to 60% due to a business personal property <br />transfer of $100,000. Mr. Joyce stated the SAGA Board of Directors had reviewed the project and were <br />in support of the investment. It was also noted the City of Sanford approved the incentive request at <br />their last meeting at 70%. <br />Chair Dalrymple opened the public hearing that had been advertised for this date and time. <br />The following spoke in favor of the incentive project: <br />1. Keith Clark, 212 Acorn Drive, Sanford <br />2. Bob Finch, 1414 Chatham Street, Sanford <br />No one present spoke in opposition to the incentive request. <br />Chair Dalrymple closed the public hearing. <br />Commissioner Oldham moved to approve the above referenced incentive request for "Project <br />Flint" as presented. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Frazier, Oldham, Reives, and Sloan <br />Nay: Knecht and Smith <br />The Chair ruled the motion had been adopted by a 5 to 2 vote. <br />Commissioner Oldham moved to recess the meeting to the Wicker Conference Room for a joint <br />meeting with the Lee County Board of Education. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Frazier, Knecht, Oldham, Reives, Sloan, and Smith <br />Nay: None <br />The Chair ruled the meeting recessed at 6:44 p.m. to the Wicker Conference Room. <br />The joint meeting between the Lee County Board of Commissioners and Lee County Board of <br />Education convened at 6:55 p.m. in the Wicker Conference Room, First Floor, Lee County Government <br />Center, 106 Hillcrest Drive, Sanford, North Carolina, on this date.
