No action was taken. <br />County Manager John Crumpton gave an update on the Colon Road -Osgood Community water <br />testing project. To date a total of 20 letters have been received and 11 wells are eligible for testing. <br />County Manager John Crumpton presented his Monthly Report for November 2015, a copy of <br />which is attached to these Minutes and by this reference made a part hereof. County Manager <br />John Crumpton stated the Sanford Christmas Parade was scheduled for 7 p.m., Monday, December <br />7tn which is the same day as the Boards' next meeting. He asked the Board if they would like to <br />reschedule the meeting time in order to clear the parking lot on Hillcrest Drive for parade traffic. After <br />discussion, Commissioner Reives moved to hold the December 71n meeting at 3 p.m. and the <br />December 21 s' meeting at 4 p.m. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Frazier, Knecht, Oldham, Reives, and Sloan <br />Nay: Smith <br />The Chair ruled the motion had been adopted by a 6 to 1 vote. <br />At this time the Board took a twenty (20) minute recess until time for the 6 p.m. advertised public <br />hearings. Upon returning from recess, with all Board members present, Chair Dalrymple called the <br />meeting back to order. <br />At 6 p.m. the Board held two public hearings that had been advertised for this date and time. <br />The first hearing was for a temporary Moratorium Ordinance on Oil and Gas Development and Mining <br />in Lee County. <br />Chair Dalrymple opened the public hearing. <br />The following spoke in favor of a Moratorium: <br />1. Dave Turner, 1746 Daiquiri Turn, Sanford <br />2. Keely Wood, 363 Angel Road, Sanford <br />3. Debbie Hall, 957 Cumnock Road, Sanford <br />4.
