033 <br />9. Machines, Tools, Instruments, Equipment and Materials Used: The primary <br />machines for this position are the computer, printer, and calculator. Primary Tools <br />are the Fiscal Manual, SIS Manual; Personnel Policy Manual, correspondence <br />concerning state/county & agency policies, business administration journals, <br />accounting journals, law books, etc. <br />10. Visual Attention, Mental Concentration and Manipulative Skills: Visual <br />attention and mental concentration are a must in this position due to the amount of <br />work with numbers and the consequences of inadvertently using an incorrect <br />figure. <br />11. Dynamics of Work: Various fiscal changes impact the fiscal management <br />responsibilities of this position. While the development and overseeing the annual <br />budget, fiscal monitoring, and computer access security administration, are viewed <br />as the most important aspects of this position, all other duties are necessary and <br />important to the overall operation of the Department. This worker must assure that <br />the quality and quantity of all activities meet federal, state and county guidelines as <br />well as the high expectations of the Agency Director. <br />III. Knowledge, Skills, and Abilities, Training and Experience Requirements: <br />A. Considerable knowledge of modern business management procedures, practices, <br />and equipment. Considerable knowledge of the principles and practices of public <br />administration and business administration. Considerable knowledge of <br />accounting principles and practices. Ability to exercise judgment and discretion in <br />applying and interpreting policies and procedures. Ability to plan, assigns, and <br />reviews the work of subordinates. Ability to understand and carry out oral and <br />written instructions. Ability to establish and maintain effective working <br />relationships with associates, officials, and the general public. Ability to express <br />comments and opinions clearly and concisely in oral or written form. <br />B. Graduation from a four-year college or university and three years of experience in <br />budgeting, research or administrative management; or an equivalent combination <br />of education and experience. (Experience involving participation in the planning <br />and management of a business or government program may be substituted for <br />college on a year for year basis.) <br />C. NA <br />IV.
