Other Position Characteristics: <br />Accuracy Required in Work: The accuracy required in this position is of an <br />extremely high level for efficiency and accountability of fiscal. <br />2. Consequence of Error: The consequence of error would be an audit exception for <br />fiscal accountability and lack of reimbursement. This would incur costs to the <br />County, State, and Federal Funds. In addition, inaccurate budgetary projections <br />could place the department and county in the position of funding shortfalls.. Budget <br />decision would affect organizational elements in the need for specific financial <br />support. <br />3. Instructions Provided to Employee: Instructions are received from various agency <br />manuals, auditors, finance and agency Director. Fiscal Policies and instructions are <br />developed by this position and approved by the Agency Director. <br />4. Guides, Regulations, Policies and References Used by Employee: <br />Various guides, regulations, policies, and references are used by this position <br />through Fiscal Manuals, SIS Manual, Law Books, Records Retention Manuals, <br />State Programmatic Manuals, OSHA Regulations, and Training/Staff Development <br />Guides. <br />5. Supervision Received by Employee: Supervision is received from the Agency <br />Director. At least one conference is held monthly to discuss fiscal issues; however, <br />this position works independently. <br />6. Variety and Purpose of Personal Contacts: A variety of contacts are at the local <br />level and include County Finance Office, County Manager, County Finance <br />Director, Contract Providers, County Attorneys, Social Services Board, as well as, <br />State Level Fiscal Office Staff. <br />7. Physical Effort: The position requires a high-energy person who can attend <br />various meetings with a high degree of concentration. This person needs to be very <br />active and mobile. This person must be a visionary, yet realistic in identifying <br />sources of revenue. <br />8. Work Environment and Conditions: The Lee County Department of Social <br />Services is presently housed in a former hospital located on 530 Carthage Street in <br />the heart of Sanford, North Carolina. The building was constructed in 1938 and was <br />formerly utilized as the county hospital. Individual hospital rooms were converted <br />into worker's offices and/or office complexes. Social Services is located on the first <br />and fourth floors and also part of the third floor, with other county offices utilizing <br />the second and remaining part of the third floor. The offices are lighted by <br />fluorescent fixtures, which have often been supplemented by desk lamps. <br />Furnishings are appropriate and adequate. Office climate is controlled by a central <br />air and heating unit. <br />7 <br />
