U3G' <br />V. This position must be able to analyze the special effects of seasonal factors on the <br />Departmental budget. <br />W. This position must be able to carry out innovative, strategic planning for the budgetary <br />process. <br />x. This position is responsible for reviewing and managing contracts within the department, <br />assisting in negotiations and insuring compliance with all local, state and federal <br />regulations. The staff/county attorney is consulted as needed. <br />y. Responsible for all monies handled by the agency, i.e. trust accounts, emergency assistance, <br />donations, general assistance refunds, Crisis Intervention and Project Share monies, <br />Child Support funds, transportation, Foster Care, Day Care, fees collected for each <br />program such as Chore Services, Non -Recipient Fees, Health Choice Fees, etc. This <br />position must have a good working knowledge of all functions within the Fiscal <br />Department. This position is responsible for auditing and reporting requirements for all <br />funds. <br />Z. Reconcile the NC Tracks payment to billing and reports. When payment is not received <br />this position is responsible to determine reason for non-payment and monitor follow-up <br />by staff on subsequent re -billing. <br />aa. Sets up controls to ensure preparation of certain replies and assignments are complete. <br />As evidenced by the above, this position is a top-level management position with direct <br />responsibility for all fiscal operations. Direct accounting and report completion <br />responsibilities are delegated by this position to subordinates. Major responsibilities <br />involve budget forecasting; management of an extremely complex matrix of program <br />budgets and funding sources, including grants and programs necessitating billing for <br />services. This position has responsibility and authority for the annual fiscal year's <br />budget. This position completes audits of the department's budgets including review of <br />necessary program records and documents related to fiscal operations and presents <br />findings to the Social Services Director. This position is also responsible for compiling <br />and designing monthly fiscal reports regarding departmental expenditures for the Agency <br />Director and Program Managers. This position is responsible for analyzing spending <br />patterns and projecting expenditure increases during the current and future fiscal years. <br />Although budget estimates are received from the state for some program areas, this <br />position is responsible for conducting an independent analysis of budgetary needs, which <br />may or may not be consistent with state budget estimates. This position is responsible for <br />researching available funding sources not currently utilized by the County that could <br />potentially generate additional program revenues and reduce county funding while at the <br />same time expanding services needed. This person will work closely with the Director in <br />developing grant proposals in regard to fiscal aspects. This position is responsible for <br />providing training to top-level management staff regarding the proper fiscal controls and <br />proper utilization of program funds. <br />An example of changes in this position can most recently be found with the new <br />Federal/State Welfare Reform Block Grant (TANF). Counties now have unprecedented <br />responsibilities and are flexible to develop their own budgets, fiscal controls, <br />accountability, budgeting of funds for different purposes, etc. <br />Security Officer / Automation Technology: 20% <br />
