035 <br />and County Finance Officer. This person serves as a liaison between the department and <br />other county offices in regard to changes in fiscal matters. Often times this worker <br />represents the Agency Director at various state and county meetings including the <br />County Director's Meeting and Department Head Meetings regarding fiscal matters. <br />k. This position will be responsible for preparing budget amendments and explanations. <br />1. This position is responsible for working with state and county auditors, analyzing <br />information for audits and monitoring the reconciliation of federal and state revenues to <br />expenditures on the county books and expenditures reported for the audit. This position is <br />responsible for the preparation of detailed data needed for the audit as well as answering <br />questions regarding the Department of Social Services fiscal operations. This position <br />also provides oversight for all accounting functions carried out by the accounting staff <br />within the department. <br />m. This position is responsible to monitor the reconciliation of expenditure reports to the <br />county's general ledger. This involves investigating differences between the <br />department's expenditures and the county finance office and advising the County <br />Finance Officer as to changes which need to be implemented. Expenditure reports are <br />also prepared and presented to the Social Services Board and County Commissioners <br />upon request. These reports are reviewed in depth with the Agency Director prior to their <br />presentation at the Board Meeting. <br />n. This position is responsible for developing fiscal policy and procedures for new programs. <br />An example is the Medicaid at Risk Program and In -Home Services. Income scales must <br />be developed and revenues must be projected. This requires frequent contact with <br />program staff to discuss spending and budgetary changes that must be implemented on <br />an on-going basis. It also requires knowledge of the service program requirements. <br />o. This position is responsible for preparing, planning, forecasting, researching, and developing <br />the Department's annual budget. This worker will work closely with the Agency Director <br />in preparing for the presentation of the proposed budget to the Social Services Board and <br />the County Manager. <br />p This position will prepare budgetary line item transfers and budget revisions to present to the <br />County Finance Officer. <br />q. Prepare and monitor monthly reports to the Director and the Social Services Board (as <br />needed) reflecting budget and monthly expenditures per line item. Analyze changes and <br />report to Director any unanticipated changes. <br />r. Review the monthly 1571 Reimbursement Report, Medicaid Transportation Report with the <br />Accounting Tech. Review travel expenditure reports prior to their submission for <br />payment and approve all administrative bills for payment. This employee must be able to <br />work independently. Most contact is with Department Managers/Supervisors, Agency <br />Director, DSS Board, County Finance Officer, and the County Manager's Office. Work <br />is reviewed by state officials, county auditors, and agency director and through fiscal <br />reports. The work provided by this position/department, affects the entire Social Services <br />Department. Decision made by this position could impact multiple units as a result of the <br />programmatic funding. <br />s. This position must be able to interpret the Director's and the Board of Social Services' fiscal <br />philosophy and incorporate this philosophy into the budget practices of the department <br />and into the overall management and practices of the entire Administrative Division. <br />t. This position must be able to analyze the impact of unforeseen increases or decreases in both <br />fixed and variable costs. <br />u. This position is responsible for reviewing all requests for office equipment and office supply <br />purchases and authorizing the purchase. <br />4 <br />
