033 <br />FAST with CIP, LIEAP and Child Care Subsidy launching in 2016. Child Welfare is <br />expected to transition into NC FAST beginning January 2017. This position is currently <br />responsible to oversee all financial and procedural impacts of NC FAST that impact <br />county business to include the following: acting as the County Systems Administrator, <br />creating the organizational structure in NC FAST to determine the appropriate security <br />access, hierarchy, roles and responsibilities for every worker in the agency, ensuring all <br />staff are able to access the system and resetting passwords and/or submitting help desk <br />tickets when issues arise, investigating Special Assistance payments returned to the <br />county to include collaboration with eligibility staff to determine in NC FAST why these <br />payments were returned to the county and deciding what action to take and balancing <br />enrollment fees paid for NCHC cases through NC FAST. With the rollout of Child Care <br />Subsidy, Energy Assistance and Child Welfare in 2016-17, this position will be <br />responsible for: balancing Subsidy Service expenditures to the annual allocation on a <br />monthly basis paid out through NC FAST, balancing daily/weekly/monthly energy <br />payments for LIEAP and CII' made through NC FAST, making key funding decisions for <br />Child Welfare staff to ensure appropriate policy is followed for expenditures and the <br />direct oversight of staff who are responsible to key foster care payments that will be <br />completed in NC FAST. <br />The following 5 permanent full-time position are assigned to the <br />Fiscal/Administrative/IT Division: <br />Direct Supervision is provided to the following: <br />Computer Support Tech II <br />Accounting Technician III <br />Accounting Technician II <br />Processing Assistant V <br />Processing Assistant III <br />C. Work Schedule <br />The regular work schedule for this position is Monday through Friday from 8:00 a.m. to <br />5:00 p.m. Flexibility in the work schedule and hours is required in order to ensure that <br />time frames are met. The person assigned to this position attends regularly scheduled <br />meetings as required by the director to give detailed expenditure or revenue reports. This <br />position must attend a great deal of training sessions and webinars to ensure the <br />understanding of Social Services programs that affect funding sources. <br />II. A. Description of Responsibilities and Duties: <br />Budgetary and Fiscal Management Responsibilities 70%: <br />This position requires strong fiscal analytical abilities, fiscal forecasting, budget preparation and <br />oversight and an excellent knowledge of the overall operation of the Department of Social <br />Services.
