C. <br />_ Information <br />Meeting Date: December 7, 2015 _ Action Item <br />XX Consent Agenda <br />SUBJECT: Change in Classification to County Pay Plan — Accounting Specialist II <br />DEPARTMENT: Social Services <br />CONTACT PERSON: John Crumpton and Joyce McGehee <br />REQUEST: Upgrade the position of Accounting Specialist I in Social Services (Fiscal <br />Supervisor & Budget Officer) to that of Accounting Specialist II. A two grade increase. <br />SUMMARY: This position provides leadership, oversight, and support in the execution of the <br />budget to the agency director. The position examines budgets and expenditures for compliance with <br />applicable state budget rules, legislative intent, and federal and state laws. Provides consultation, technical <br />assistance and coordination in the preparation and execution of the continuation, operating, and expansion <br />budgets which may utilize multiple funding sources. Completes or evaluates methodologies used in the <br />preparation of the DSS budget or program spending forecasts and provides technical assistance to improve <br />the accuracy of projections. Evaluates program, policy and rule changes to determine their fiscal program <br />impact and to assure compliance with federal and state requirements. Reviews and approves contract <br />recommendations to assure that contracts are consistent with state, federal, and agency guidelines. Identifies <br />risk and adverse issues generated in budget and program activities, present appropriate issues, and <br />recommends solutions to management. Professional technical knowledge and analytical skills are utilized to <br />assure that the agency program goals and outcomes are effectively supported <br />This change in classification is necessary to allow for the hiring of an individual to serve as the Budget Officer in <br />Social Services.
