G22 <br />Pg.2 of2 <br />• Application #2010-0202 <br />Solid Rock Community Church <br />The request is to rezone to Office & Institutional District which is established to provide for <br />agencies and offices rendering specialized services and traditional institutional functions (both public <br />and private) including, but not limited to, governmental facilities, cultural and recreational facilities, <br />educational facilities and charitable institutions. <br />The dimensional standards of the O&I district includes 0 minimum lot size, a maximum building <br />height of 60 feet, minimum building setbacks of 10 feet from any street right-of-way, and 0 rear and <br />side yard setbacks. (A list ofpermitted uses for the Office & Institutional district is included within the agenda package) <br />Utilities <br />The site is currently served by public water and a private on-site sewerage system. <br />Environmental <br />The subject lot is not located in a water supply watershed or flood hazard area. <br />Emergency Response <br />The subject property is located within the Tramway Fire District. <br />Transportation <br />• The majority of Lee County's commercial establishments are located along U. S. Highway 1 South, a <br />major thoroughfare. Commercial establishments have also developed along White Hill Road, also <br />defined as a major thoroughfare by the 1994 Sanford Thoroughfare Plan. The Plan also notes that <br />U. S. Highway 1 is a principal arterial passing through central North Carolina and connecting <br />Rockingham, Southern Pines, and Sanford to Raleigh. Major thoroughfares typically serve through <br />travel and external travel into major industrial, commercial, recreational, and institutional attractions. <br />The NCDOT 2008 Traffic Study reports 7,100 vehicles per day on White Hill Road (US 15-501). <br />Development Standards <br />If rezoned, all of the uses permitted in the Office & Institutional zoning district will be allowed. <br />The current development as well as any future developments will be required to meet the building <br />design standards for non-residential uses along a thoroughfare in addition to the general standards <br />of the Unified Development Ordinance. <br />CONFORMANCE WITH THE GREENWOOD SMALL AREA PLAN <br />The Greenwood Small Area Plan and Map did not recommend a change from the current <br />development patterns on White Hill Road which is a mix of residential, commercial and industrial <br />along the first one-mile beginning from its intersection with US Highway 1. <br />CONFORMANCE WITH THE SANFORD/LEE COUNTY 2020 LAND USE PLAN <br />The 2020 Land Use Plan and Map have not identified this property for any particular use. <br />• When considering the zoning of the property, current development trends of the neighborhood <br />should be continued and applied. <br />
