BOOK 23 rnsE334 <br />Commissioner Oldham moved to approve a Resolution Declaring April 1, 2010 as Lee County Census <br />Day, a copy of which is attached to these minutes and by this reference made a part hereof. Upon a <br />vote. the results were as follows: <br />Aye: Dalrymple, Hayes, Hayes, Oldham, Paschal, Reives, and Shook <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Ms. Meg Moss, Executive Director of Lee County Industries (LCI) completed the required <br />paperwork to appear before the Board and discuss services provided by LCI to persons with disabilities <br />and their families and funding issues. It was stated that approximately 90% of the clients/employees at <br />LCI reside in Lee County, with the remaining coming from Chatham, Moore and Harnett counties. <br />Commissioner Reives asked Ms. Moss to contact the other counties and ask for financial assistance. <br />Ms. Moss further stated that she had submitted budget information to the County Manager for <br />consideration during the upcoming budget process to increase the County's contribution this year from <br />$5,000 to $10,000. No action was taken. <br />At this time the Board conducted a public hearing that had been advertised for this date and <br />time to consider an economic development amendment between the Lee County Economic <br />Development Corporation and Frontier Spinning. Economic Development Director Bob Heuts <br />discussed the proposed amendment that would increase the 5-year amount to Frontier Spinning from <br />$10,000,000 to $15,500,000 and add 45 new jobs. The original $10,000,000 incentive agreement with <br />Frontier was approved in November 2009. <br />Chairman Hayes opened the public hearing that had been advertised for this date and time. <br />The following spoke in favor of the economic development amendment with Frontier Spinning: <br />1. Mr. Bob Heuts on behalf of the Economic Development Corporation <br />2. Mr. Keith Clark, 212 Acorn Drive, Sanford <br />No one present spoke in opposition to the economic development amendment. <br />Chairman Hayes closed the public hearing. <br />Commissioner Oldham moved to approve a Resolution Authorizing the Expenditure of Funds for <br />an Economic Development Project and Approving an Agreement with the Lee County Economic <br />Development Corporation and Frontier Spinning Mills, Inc., and Amended Agreement Regarding <br />Incentive Funds for Frontier Spinning Mills, Inc. by and Between Lee County Economic Development <br />Corporation and Frontier Spinning Mills, Inc. copies of which are attached to these minutes and by this <br />reference made a part hereof. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Hayes, Kelly, Oldham, Paschal, and Reives <br />Nay: Shook <br />The Chairman ruled the motion had been adopted by a 6 to 1 vote. <br />The Board conducted a public hearing that had been advertised for this date and time to hear <br />comments in reference to the Lee County Parks and Recreation Master Plan that was presented to the <br />Board during their February 15, 2010 meeting.
