009 <br />The Chair ruled the motion had been adopted unanimously. <br />The Board discussed moving forward with the review of the W.B. Wicker site as the next <br />elementary school in Lee County. County Manager John Crumpton stated the Board of Education <br />(BOE) has made a request to the Board of Commissioners to consider the W. B. Wicker Campus as the <br />next elementary school site. For several years the BOE has requested a new elementary school for the <br />system in their CIP. For the last several month's informal discussions with many community leaders <br />concerning the location of the next school has occurred. It was the consensus that the next school <br />needed to be in the inner City of Sanford for several reasons. After a review of locations, a suggestion <br />was made to consider the W. B. Wicker School. This site meets all the requirements for an inner city <br />site. It also has numerous side benefits including the fact that the County already owns the gym on site <br />and the property has a lot of surrounding land that may be purchased. Purchasing the property would <br />also provide Brick Capital with needed cash flow to stay in business. No formal offer has been made <br />for the property or the facility. Based on the BOE request, it is recommended the Board of <br />Commissioners authorize the County Manager and Chair to begin negotiations with Brick Capital for the <br />purpose of purchasing the entire site. Discussions will also include CCCC who is a tenant of the facility <br />with their continuing education and dental programs. After discussion, Commissioner Frazier moved for <br />the County Manager to schedule a joint meeting with the Board of Education, begin developing plans <br />(financial and construction) for the next elementary school, authorize staff and the Chair to begin <br />negotiations with the Brick Capital Board of Directors, authorize staff to include discussions with other <br />partners who could be involved in the plan for the location, and for staff to report back to the Board by <br />the second meeting in October. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Frazier, Knecht, Oldham, Reives, and Sloan <br />Nay: Smith <br />The Chair ruled the motion had been adopted by a 6 to 1 vote. <br />The Board considered testing of wells and surface water near the proposed coal ash site. <br />County Manager John Crumpton stated Charah's offer to test well water for residents within the 1,000 <br />foot area of the coal ash fill only generated one property owners request for testing. There are 102 <br />different properties located within the 1,000 foot area. About half of these properties use wells for <br />potable water. Others may use wells for irrigation or other reasons on their property. Mr. Crumpton <br />recommended to the Board the County offer to test and pay for one well and one surface water source <br />on each property. Funds for testing would come from Fund Balance and we would reimburse ourselves <br />when the first payment is received from Duke. If all residents had one well and one surface water area <br />on their property they wanted tested, that would require 204 test kits. At $115 per testing per source, <br />the amount would not exceed $23,460. There are around 50 potable wells and in all likelihood around <br />10 surface water sites that could be tested. Therefore the approximate estimate of the budget impact <br />would be around $7,000.00. Ms. April Montgomery, Chair of the Joint Sanford -Lee County <br />Environmental Affairs Board spoke and stated that Board would be happy to handled well testing and <br />study the issue. They will also draft a list of suggested measures for Board approval and meet with <br />residents in the Colon Road area to explain the testing procedures. They will also be willing to partner <br />with the Health Department on the project. After discussion, Commissioner Smith moved for staff to <br />send letters to property owners in the Colon Road -Osgood Community in the 1,000 foot area for <br />water/well testing through the County and State of North Carolina at no cost to the residents, and <br />include the Joint City -County Environmental Affairs Board with community outreach. Upon a vote, the <br />results were as follows: <br />Aye: Dalrymple, Frazier, Knecht, Oldham, Reives, Sloan, and Smith <br />Nay: None <br />N. <br />
