The Board discussed the various items making up the request with Superintendent Brinson at length and took the matter under advisement. Mr. Bob Upchurch of the Community Planning Division of the N. C. Department of Local Affairs appeared before the Board and reviewed the County Planning Board's activities in the field of zoning and what the procedure would be to develop and adopt a county zoning ordinance if the Board favored such a project. Dr. Ben Brooks, Superintendent of the Lee County Board of Educa- tion appeared before the Board and stated the Lee County Board of Educa- tion was agreeable to transfer title to the New Hope School site to the County for $10,000.00 which funds would be used for captital outlay purposes. Dr. Brooks also stated the County School Administrative Unit would operate its schools within its budget appropriation and did not intend to request additional funds. The Board discussed securing personnel to transfer the Civil Defense hospital supplies. Upon motion of Commissioner Perry White, seconded by Commissioner J. Eugene Rogers, it was resolved to appropriate $200.00 from the unappropriated surplus in the General Fund to the Maintenance Fund for the purpose of providing labor and equipment to transfer the Civil Defense hospital supplies to the County building at the corner of Hillcrest Drive and Carthage Street. Upon a roll call vote, Messrs. Cooper, White, Rogers, G. Wicker and F. Wicker voted for the motion and no one voted against it. Sheriff D. F. Holder appeared before the Board and discussed the request to be forwarded to the Triangle Region Law and Order Committee which included an addition to the jail, equipment, and two deputies for the Cape Fear Township area. After review and discussion, Commissioner J. Eugene Rogers moved the request be approved and the Sheriff be authorized to submit it to the Regional Board for approval. Commissioner Perry White seconded the motion and upon a vote, it was unanimously adopted. The letter from Sanford City Manager relative to the proposed agreement on utility and sewer lines was reviewed. The County Attorney was authorized to redraft the agreement in accordance with the Board's suggestions and resubmit to the City for consideration. The Chairman reminded the members of their invitation to attend the annual banquet of the Sanford Junior Chamber of Commerce. The Board authorized Commissioner Perry White to attend a one day training session for local government officials at the Holiday Airport Inn in Atlanta, Georgia, on January 27, 1971. The Board authorized Commissioner Gordon A. Wicker to attend a training session for local government official on the merging of City and County governments at Jacksonville, Florida.
