HOOK 7 PAGE 507 <br />Messrs. Tommy C. Mann, T. C. Griffin,. and J. Shelton Wicker <br />appeared before the Board on behalf of the Mental Health Authority. Mr. Ralph <br />McCoig, Administrator, accompanied the delegation. Mr. Mann served as <br />spokesman and requested additional funds in the amount of $7, 000. 00. The short- <br />age is due to the authority's inability to use funds for matching purposes due to a <br />change in Federal Procedures, There was an extensive discussion but no formal <br />action was taken at this time. <br />The Chairman directed the Clerk to secure six (6) copies of the Resi- <br />dential Building Code. <br />Commissioner Gordon A. Wicker moved the County Superintendent of <br />Buildings and Grounds be authorized to rent uniforms for his maintenance crews. <br />Commissioner William H. Cooper reported on the coming bond issues. <br />Commissioner Perry White reported on his trip to Atlanta to attend <br />confeiEnce on revenue sharing. <br />Mrs. Manly Oldham appeared before the Board and reported on tenants <br />of hers who received welfare benefits but failed to pay her the rent. She com- <br />plained because the Department of Social Services would not pay her the rent and <br />demanded from the Board the rent and damage for destruction of the interior <br />walls of her house. The Board explained they were not permitted to make pay- <br />ments under the circumstances outlined by her. <br />The monthly bills were reviewed and were approved for payment upon <br />motion of Commissioner William H. Cooper, seconded by Commissioner Perry <br />White, and unanimously adopted. <br />The Clerk reported he had received a petition from 25 citizens of Lee <br />County requesting a public hearing on the condition of housing in Lee County and <br />the desirability of the creation of a housing authority for Lee County. The Board <br />instructed the Clerk to advertise the hearing for March 15th, 1971. <br />Commissioner Gordon A. Wicker moved the Department of Social <br />Services be authorized to contract with the Mental Health Authority for senvices <br />in the amount of $3, 000. 00. The motion was seconded by Commissioner William <br />H. Cooper and upon a roll call vote it was unanimously adopted as follows: <br />AYE: Cooper, Rogers, White, G. Wicker and F. Wicker <br />NAY: None <br />Commissioner William H. Cooper moved the sum of $900. 00 be trans- <br />ferred from the Contingency and Emergency Fund to Civil Defense Fund to supp- <br />lement the Civil Defense Directors salary. Commissioner Gordon A. Wicker <br />seconded the motion and upon a roll call vote it,was unanimously adopted as <br />follows: <br />AYE: Cooper, Rogers, White, G. Wicker and F. Wicker <br />NAY: None <br />Upon motion made, seconded, and duly adopted, it was resolved to <br />adjourn the meeting until 9:30 o'clock a. m. on Monday, February 15, 1971. <br />Franklin D.
