BOOK 7 PACE 512 <br />The bills as listed by the County Accountant were considered and <br />approved for payment on motion of Commissioner Rogers, seconded by Comm- <br />issioner Cooper, which was unanimous lyadopted. <br />The Chairman advised the Board that under G. S. 105-294, it was the <br />Board's duty to select and adopt some uniform percentage of the amount at <br />which property has been appraised as the value to be used in taxing property, <br />which percentage is known as assessment ratio. Commissioner William H. <br />Cooper moved that the Board adopt 6576 as the assessment ratio for Lee County. <br />Commissioner Perry White seconded the motion and upon a vote it was unanimous- <br />ly adopted. <br />Chairman called to the Board's attention to the survey data and proposed <br />management program for solid waste disposal which had been prepared by Sanitary <br />Engineering Division, North Carolina State Board of Health. <br />Commissioner William H. Cooper moved that the Chairman and Clerk <br />to the Board be authorized and directed to make application for a grant from the <br />Federal Government to implement the solid waste disposal program. <br />Commissioner Gordon Wicker seconded the motion and upon a roll call <br />vote it was unanimously adopted as follows: <br />AYE: Cooper; Rogers", White, G.,Wicker and F. Wicker <br />NAY: None <br />The Chairman reported to the, Board that a'letter had been received <br />from the Local Government Commission bearing the date of February 22, 1971, <br />with respect to the $1, 000, 000 Water Bonds, $500,,000 Sanitary Sewer Bond <br />and $100, 000 Airport Bonds, stating that pending consideration of the proposed <br />bonds by the Commission at its next meeting, the County was authorized to proceed <br />with a bond election not earlier than forty days from February 18, 1971, and that <br />the introduction of the Bond Order was now in order. <br />Commissioner William H. Cooper moved that the County withdraw its <br />application for approval of $100,000 in Airport Bonds due to the fact that the <br />proposed improvements to the present Airport would be in violation of the FFA <br />criteria which have been changed since the original construction of the Airport <br />and that this matter be re-considered after the City has relocated the Airport. <br />Commissioner Perry White seconded the motion andupon a vote it was unanimously <br />adopted. <br />Commissioner William H. Cooper introduced the following bond order <br />which was read at length: <br />"BOND ORDER AUTHORIZING THE ISSUANCE OF $500, 000 <br />SANITARY SEWER BONDS OF THE COUNTY OF LEE. " <br />WHEREAS, the Board of Commissioners of the County of Lee deems <br />it advisable to make the improvements hereinafter described; <br />NOW, THEREFORE, <br />BE IT ORDERED by the Board of Commissioners of the County <br />of Lee as follows: <br />Section 1. The Board of Commissioners of the County of Lee has <br />ascertained and hereby determines that, in order to provide adequate sewage <br />facilities for said County and its inhabitants, it will be necessary to construct <br />the facilities hereinafter described and that it will be necessary to expend for <br />such purpose not less than $500, 000, in addition to any funds which may be made <br />available for such purpose from any other source. <br />Z. <br />
