Perry White <br />The meeting was opened by prayer given by Commissioner <br />Commissioner William H. Cooper presented a contract with <br />Boney and Newcomb, a partnership engaged in engineering and surveying from <br />Raleigh, North Carolina, to engage them to perform engineering services in <br />connection with the proposed water and sanitary sewer improvements to the <br />Coty Industrial site. Upon motion of Commissioner Cooper, seconded by <br />Commissioner White, the employment of Boney and Newcomb and the execution <br />of the contracts were authorized and an allocation of $1,8, 000 from the unapprop- <br />riated surplus in the General Fund is made to fund said contract with the under- <br />standing that in the event the bond issue is passed to provide for such services <br />that payment shall be made from that source in lieu of the General Fund Revenue. <br />The Roll Call vote was as follows: <br />AYE: Cooper, Rogers, White, F. Wicker and G. Wicker <br />NO: None <br />The minutes of the regular meeting held on March 1st, 1971, were <br />approved and ordered recorded. <br />Upon motion of Commissioner Gordon A. Wicker, seconded by <br />Commissioner White, the Board RESOLVED to authorize a one step promotion and <br />raise in pay for Deputy Sheriffs Currin, Thomas and Medlin with said promotion <br />to be effective as ofMarch 1, 1971. The Roll Call vote was as follows: <br />AYE: Cooper, Rogers, White, F. Wicker and G. Wicker <br />NO: None <br />The Commissioners then left the Commissioner's Room and <br />went to the Lee County Courthouse Annex at 225 S. Steele Street to conduct <br />a public hearing on the need for a Housing Authority to function in the County <br />of Lee. The public hearing was opened at 10 o"clock a, m., with all Comm- <br />issioners present. Chairman of the Board announced that a petition having <br />been filed with the Clerk of the Board of County Commissioners by required <br />number of residents of the County of Lee, setting forth that there is a need for <br />a Housing Authority to function in the County of Lee, as provided by "Housing <br />Authorities Law" of the State of North Carolina, and the Clerk having given due <br />and proper notice of a public hearing to be held at this time and place at which <br />the Board of Commissioners will hear all interested parties to ascertain the <br />need for such an authority in the County of Lee. The Clerk was directed to <br />read such notice and the proof of publication thereof required by the "Housing <br />Authorities Law" which notice and proof of publication were ordered spread <br />upon the minutes as follows: <br />" N O T I C E <br />Notice is hereby given that a petition has been filed with me <br />as Clerk to the Board of Commissioners for Lee County, North Carolina, by <br />twenty-five (25) residents of said County pursuant to Chapter 157, General <br />Statutes of North Carolina, referred to as the "Housing Authorities Law", sett- <br />ing forth that there is a need for an Authority to function in said County; that a <br />public hearing will be held on the 15th day of March, 1971, in the auditorium of <br />Lee County Courthouse Annex, 225 South Steele Street, Sanford, North Carolina, <br />at 10:00 o'clock A. M. , at which full opportunity to be heard will be granted to all <br />residents and taxpayers of the County of Lee and to all other interested persons <br />upon the question: <br />(1) Whether insanitary or unsafe inhabited dwelling accommodations <br />exist in the County of Lee, and/or <br />(2) Whether there is a lack of safe or sanitary dwelling accommodat <br />ions in the County of Lee available for all the inhabitants thereof. <br />
