Wicker <br />Chairman reported that notice of approval of the Herman Carter <br />Road near Swann Station had been received from the State Highway Commission. <br />It was decided to write the District Office of the State Highway Commission at <br />Aberdeen to determine what the County could do to speed the construction of this <br />road. <br />Chairman reported on his meeting with the County Planning Board <br />and advised the Commissioners that the Planning Board had recommended in <br />writing that the County adopt a zoning ordinance. It was decided to meet with the <br />Planning Board and its advisor on May 4, 1971, at 7:30 o'clock p. m. , to begin a <br />study of the proposed zoning ordinance and hear the explanation offered by the <br />County Planning Board. <br />The Board discussed the manner of the filling of the position of <br />Forest Ranger for Lee County but no formal action was taken. <br />The Board reviewed the proposed budget estimate for the Department <br />of Social Services and directed it to be returned to the Director for a revision in <br />accordance with the previous instructions of the Board. <br />The Chairman announced that in accordance with the notice <br />published by the Board, the hour had arrived to conduct a public hearing with <br />respect to the ordinance regulating the method of dispensing of motor fuel to <br />the public. Upon motion made, seconded and duly adopted, it was RESOLVED to <br />conduct said hearing and said hearing was opened by the Chairman with an <br />invitation to any and all persons to express their views or present whatever <br />material they might wish to. The ordinance was read in its entirety by the Clerk <br />at the direction of the Chairman. Mr. Sturgis, an attorney from Louisburg, <br />North Carolina, spoke in opposition to the proposed ordinance and presented a <br />letter from the Mayor of Wendell. There being no other party who desired to be <br />heard, the hearing was, upon motion made, seconded and duly adopted, closed. <br />The Chairman thanked those in attendance and announced that the Board could <br />not take action on passage of the measure earlier than May 5th, 1971, which would bi <br />thirty days after the passage of the Ordinance on its first reading and that the <br />views expressed and materials presented would be considered by the Board. <br />The Board then adjourned its meeting to sit as a Board of Equali- <br />zation and Review. The Tax Supervisor then swore in the members of the Board <br />as the members of the Board of Equalization and Review. Following completion <br />of their duties as a Board of Equalization and Review, the Board re-convened with <br />all members present and Chairman Wicker presiding. <br />Upon motion of Commissioner J. Eugene Rogers, seconded by <br />Commissioner William H. Cooper, it was RESOLVED to transfer the sum of <br />$500. 00 from the appropriation for the County Recreation Department to the <br />appropriation for the programs administered by the City. Recreation Department <br />in order to continue the previous monetary payments for opening City Recreational <br />Programs to County participants. Upon a roll call vote, Messrs. Cooper, <br />Rogers, White, G. Wicker and F. Wicker all voted for the resolution and no one <br />voted against it. <br />The Chairman reported the Social Security Department had <br />requested authority to list their Durham telephone number in the Sanford <br />Directory and to maintain a local phone in the offices provided by the County, <br />but to have the number unlisted. Authority for such action was duly granted. <br />The materials presented at the public hearing with respect <br />to the Ordinance were discussed and upon motion of Commissioner White, <br />
