Aforesaid conditions can be best remedied through the exercise <br />of the powers of the Sanford Housing Authority within the territorial <br />boundaries of said County; and <br />5. There is a need for the Sanford Housing Authority to exercise its <br />powers within the County of Lee. <br />6. Said lack of safe and sanitary dwelling accommodations in the <br />County of Lee, North Carolina, available for all the inhabitants thereof, <br />at rents which persons of low income can afford, compels such persons <br />to occupy overcrowded and congested dwelling accommodations; that the <br />aforesaid conditions cause an increase in and spread of disease and crime; <br />that the clearance and reconstruction of the areas in which insanitary or <br />unsafe housing conditions exist are public uses and purposes, and that it is <br />in the public interest that work on such projects be instituted as soon as <br />possible in order to relieve unemployment which now constitutes an emergency; <br />that it is necessary to the immediate preservation of the public peace, health, <br />and safety that this resolution become effective without delay, and, therefore, <br />the same shall take effect and be in force immediately upon its adoption. <br />BE IT FURTHER RESOLVED THAT THE SANFORD HOUSING <br />AUTHORITY BE and same is hereby invited and requested to exercise its <br />powers in the County of Lee, North Carolina. <br />Commissioner Cooper moved that the foregoing resolution be <br />adopted as introduced and read, which motion was seconded by Commissioner White, <br />and upon roll call the "Ayes" and "Nays" were as follows: <br />Ayes: William H. Cooper <br />J. Eugene Rogers <br />Perry White <br />Franklin D. Wicker <br />Nays: Gordon A. Wicker <br />The Chairman thereupon declared said motion carried and said <br />resolution adopted. <br />Upon motion made, seconded and unanimously adopted, it was <br />resolved to adjourn the meeting to reconvene at 9:30 A.
