Cooper <br />seconded the motion and upon a vote it was unanimously adopted. <br />Mr. James Stevens and Mr. Hubert Henderson from the Department <br />of Local Affairs,. State of North Carolina, appeared before the Board concerning <br />the suggested budget for the Lee County Recreation Department. Mr. Sonny <br />Baker , City Recretation Director, and Mr. Rex McLeod of the Sanford Recreation <br />Commission, were also present. Mr,. Stevens reviewed the suggested budget and <br />the steps whereby the County.could initiate its recreation program and the City of <br />Sanford would terminate'its progiam.• Mr. James E. Heins, Chairman of the <br />Sanford. Recreation Commission, joined the meeting during Mr. Stevens` presentation. <br />The Board thanked Mr,.'Stevens and Mr. Henderson for their report and advised them <br />they would take the matter under consideration. <br />-A representative of the LoDal Company appeared before the Board and <br />distributed literature explaining the LoDal container system for solid waste disposal. <br />Mr. Kenneth Brinson, Superirt endent of the City Board of Education <br />presented a request for additional funds for the operation of the Sanford Administrative <br />Unit for the current fiscal year. <br />Mr. E. M. Underwood, Jr. appeared before the Board and reviewed the <br />status of the current budget. Mr. Underwood advised the expenditures by the <br />Register of Deeds for the computer service were in excess of present budgetary <br />appropriation. On motion of Commissioner Rogers, seconded by Commissioner Cooper, <br />it was resolved to-appropriate the sum of $1, 800.00 from the Emergency and <br />Contingency fund to the fund for the operation of the Office of the Register of Deeds <br />for the purpose of paying for the computer services which is a part of the new <br />index registration system. The Resolution was unanimously adopted upon a roll call <br />vote where Messrs. Cooper, Rogers, White, Gordon Wicker and Franklin Wicker <br />all voted for it and no one voted against it. <br />Mr. Roy Utley, Director of the Sanford Housing authority appeared <br />before the Board and stated that the Sanford Housing Authority had accepted an <br />invitation by the Board to serve as the Housing Authority in the Lee County area <br />.and they were willing to sign a Cooperation Agreement with the County. Commissioner <br />Perry White introduced the following Resolution: <br />"RESOLUTION AUTHORIZING THE EXECUTION OF <br />A COOPERATION AGREEMENT <br />"WHEREAS, Sanford Housing Authority (herein called the 'Local Authority') <br />and the County of Lee (herein called the 'Municipality') desire to enter <br />into a Cooperation Agreement in connection with the development of <br />low-rent housing units pursuant to the United States Housing Act of 1937 <br />as amended: <br />"NOW, THEREFORE, BE IT RESOLVED BY Board of Commissioners for <br />Lee County that the Local Authority and the Municipality enter into a <br />Cooperation Agreement and the Chairman is hereby authorized to execute <br />the same on behalf of the County of Lee and the Clerk to the Board to attest <br />the same and affix thereto the seal of the County of Lee, said <br />Cooperation Agreement being in substantially the following form:" <br />
